Name: The Cisalpine Republic

Capital: Milan

Starting Territory (Europe): Northern and Central Italy (ie - all of Italy except for the historical Kingdom of the Two Sicilies) and including Sardinia

Starting Colonial Territory: Tunisia & the Algerian/Moroccan coastline (about as deep as 1840 in this map)

Starting Magic: Healing. In the great Universities of northern Italy, healing has been elevated to an art over the centuries. Advancing alongside the science of it, Maesters have slowly been found and explored another type of healing - by harnessing the power of the human Mind and Will.

Starting Technologies (Improved) - Railroads, Medicine, Naval Steam Engines


General History: The Cisalpine Republic was forged in the fires of the French Revolution and the wars sparked therein. As the French armies fought off the attacks of the regressive European monarchies under the leadership of the Committee of Public Safety and the National Convention, they started an advance into Italy. These armies, led by the fledgling general Bonaparte, were met by an uprising within Italy. Tens, hundreds of thousands of Italians enthusiastically embraced the ideals of Liberty, Equality, and Fraternity. As the monarchical forces were forced out of Italy by the combined French and Italian forces, General Bonaparte assisted with the formation of a new Republic in northern Italy, arranged along the French manner. This new republic, with its capital in the heart of the Italian Revolution, joined enthusiastically into the pan-european war.

Two years later, General Bonaparte (returned from an expedition to Egypt) combined with reactionary elements within the French government to execute a daring coup. Unlike a failed attempt in year 2, this one succeeded. Many of the committed Jacobins and the left of the French revolutionaries flocked to Italy as the consulate formed. As Europe began to be engulfed into the Napoleonic Wars, the Republic managed to navigate the troubled waters intact - even expanding south as far as Rome, though the southern part of the peninsula and Sicily remain outside of our control...

(Quick 'alt-history' notes - in this telling of the French Revolution, the Thermidoran Reaction was stopped - but the equivalent of the Brumaire Coup bringing Napoleon to power still happened. However a more powerful and united revolutionary northern Italy managed to become a power in its own right, and brought in many of the french revolutionaries as they fled into exile)

Government: the Cisalpine Republic is modeled along the lines of the former French Republic - with a large unicameral legislature, with 750 delegates. In addition to the National Convention, there is an executive committee of 9 members (the Committee of National Security) which has 3 members elected from among the Convention every 2 months. In peacetime, its powers tend to be fairly limited. But it is set up so that during a war, it can be quickly expanded into that of a true revolutionary popular government. The Republic strives to govern in peace and virtue - but during war, it has learned the harsh necessity of terror to drive off the enemies of liberty.

Religion: The Catholic Church's power within Italy had been incredible - influence, wealth, power... All of that had proved a danger to the Revolution, just as it had in France. Very early on, the Cisalpine Republic was forced to nationalize the church lands and the clergy, but even that proved insufficient. In the wake of the coup of Brumaire, and the subsequent influx of French jacobins, there arose a clear solution: the cult of the Supreme Being. By the time Rome fell under the influence of the Republic, in a bloody civil uprising, the Pope knew exactly what would happen, and slipped away in an escape. Now three quarters of a century later, the Cisalpine Republic is mostly united behind the new beliefs...

Military and Miscellaneous

Making a quick post to detail the military and other organization of the Republic.

In general, the standing military - a total of 100,000 infantry and dragoons - though well trained, is simply not particularly large. However, the sense of civic participation and republican fervor makes the Cisalpine National Guard a large and dedicated force. This militia/police force trains fairly often, and is a major presence in every urban center of the Republic.

Army:
80,000 infantry (standing)
20,000 dragoons (standing)
600,000 National Guard (2% of 30 million, though in times of crisis it's likely that rhetoric + tradition can raise that to 10-20%, like IRL siege of Paris/Paris Commune had during this time)
Artillery is not a separate division of the overall army, but is provided to each infantry division and national guard one. Overall, the standing infantry is pretty heavy on the artillery for its size.

Navy:
The Cisalpine Navy is split between the ports of Genoa and Venice. Each of the fleets contains:
6 battleships (12 total)
4 armored cruisers (8 total)
5 cruisers (10 total)
6 light cruisers (12 total)

Colonial Forces
The Colonial forces in Africa form their own separate branch of the Republican military, and strive to include trustworthy locals. In total, it consists of ~200,000 ground troops (roughly half dragoons) and a small navy (2 wooden cruisers, 10 gunboats).

Economy
The GDP of the continental Republic is at roughly 42 billion Lire per anum (1,400 Lire per capita)
(For the calculation in question: I took the Italian GDP in 1880 from Here ($8,745,000,000 in 1960 USD) and divided it by the population estimate for Italy in 1880 (28.2 million acd. to http://www.tacitus.nu/historical-atlas/ ... /italy.htm ). That makes ~310 1960 USD/person, which is 8.5x less than today. That'd make it 2,635 2018 USD/person. One Lira = 4.5 g of silver = $2.22 today, so 2,635$ = 1,200 Lire/person for the historical Italy. The boost is due to the more powerful/unified Italy being less exploited over the last century, and for being the richer/more productive North)
Of that, roughly 15% is the share brought in by taxes, fees, and other revenue streams of the central government - 6.3 billion Lire/year

Cisalpine Republican Africa

The Cisalpine Republic's territory in Africa is administered under a separate governmental structure than the Italian mainland. These territories are divided into administrative divisions, with the following structure:

Department - fully integrated into the Cisalpine Republic, treated the same as any back in Italy in terms of voting rights, taxation, etc.

State - fully integrated into the colonial infrastructure. Local citizens vote in local elections for administrative positions, can serve in high positions within the colonial forces, and have significantly more autonomy and say.

Province - being integrated into the colonial infrastructure. Local populations are administered by governors sent from Tunis, locals who join the colonial forces have limited promotions, and generally is more tightly controlled by the Republic.

The goal of the administration of these territories is to transition them into all being departments. All local government income, in addition to some sent from the mainland, goes towards this cause - building infrastructure (particularly key ports, railroad lines and industries), supporting the colonial military forces, and the investment in education, economy, and population of the region.

Africa - Africa is the center of the administration, with the bustling and vital port city of Tunis at its core. Well developed and brought into the Cisalpine Republic a while ago, it is already well on its way to being transitioned into a department. Population of 6.2 million, GDP of 2.852 billion Lire (460 Lire/capita)

Current States (Yellow):

Mauritania - Mauritania is the thin strip of coastline between the Mediterranean Sea and the Atlas Mountains, from Africa to Tangier. Its administrative capital is Algiers, though both Fez and Tangier have important administration and military outposts as well. This region is already well connected to Tunis, with the Mauritanian railroad line having finished up last year. Population of 4.51 million, GDP of 1.65 billion Lire (367 Lire/capita)

Atlas - The Atlas territory consists, roughly, of that covered by the Atlas mountains in northern Africa. This is filled with a mountainous population of berbers, mostly in small villages and towns. This region is thought to have a lot of mineral and natural resources. The administration has begun setting up its headquarters in Marrakech. Population 1.3 million, GDP of 0.368 billion Lire (283 Lire/capita)

Morocco - the Morocco territory consists of the strip of fertile coastal Atlantic running from Tangier in the north, to the Atlas mountains in the South. This is a fairly populous area, though only beginning to be integrated into the Republic. Its headquarters are in Casablanca. Population 1.4 million, GDP of 0.42 billion Lire (300 Lire/capita)

Gambia - Gambia is a territory at the mouth of the Gambia river, a rich and important trading center in West Africa. Administrative capital is Banjul, the most important coastal port. Population 520,000, GDP 0.208 billion Lire (400 Lire/capita)


Current Provinces (Red):

Western Sand Sea - the Western Sand Sea is a sparsely populated territory to the west of the province of Africa, mostly inhabited by nomads. Its administrative capital is El Oued. Population 50,000, GDP 0.0055 billion Lire (5.5 million Lire, 110 Lire/capita)

Sahara - A large, mostly desert territory, mostly inhabited by nomads. Its administrative capital is Ghardaia. Population 230,000, GDP 0.0253 billion Lire (25.3 million Lire, 110 Lire/capita)

Atlantic Maghreb - the Atlantic Maghreb is a coastal region running along the Atlantic from the Atlas mountains south along the coast. It is mostly desert and with low population. Its capital is El Aaiún. Population 150,000, GDP 0.0165 billion Lire (16.5 million Lire, 110 Lire/capita)

Nigeria - Nigeria is what makes up the eastern edge of West Africa, and is a fairly large region. Population 5 million, GDP of 1.15 billion Lire (230 Lire/capita)

Mali - A poorer, less populated inland region of Western Africa. Is known to contain large gold mains. Population 2.66 million, GDP of 0.532 billion Lire (532 million Lire, 230 Lire/capita)

Senegal - A sizable coastal area surrounding the Gambia. Population of 2.75 million, GDP of 0.825 billion Lire (825 million Lire, 300 Lire/capita).

Ivory Coast - A large coastal area stretching from Liberia to Nigeria. Population of 3 million, GDP of 0.9 billion Lire (900 million Lire, 300 Lire/capita)

Budget:
Currently, the main budget of these administrative territories come from taxes and duties collected in the department of Africa (10% of the GDP, or 285.2 million Lire/year). In the states, that drops to 5% of GDP (132.6 million Lire). In the provinces, those taxes and duties drop to ~2% of GDP, or 69.1 million Lire/year. Total income from the colonial territories is 468 million Lire/year, and that is added to the funds and resources from the central Cisalpine budget for the development of Africa.

Major Cisalpine military movements have been observed - as fully a quarter of the regular army moved to Genoa, and dozens of supply and transport ships began to congregate with the Western Fleet headquartered there. After a month of preparation, the whole fleet steamed off to the South - stopping in Tunis for a few days, where more troops and a handful of gunships joined the fleet.

A few days later, the convoy was seen moving through the straits of Gibraltar and turning southwards.

In the wake of the reunification of Italy, substantial changes are occuring in Southern Italy - the former two Sicilies. Firstly is nationalization and redistribution of land and wealth - from aristocrats (primarily those who fled), the Catholic Church, and other traitorous individuals. Of the land and wealth seized (which combines to roughly half of southern Italy and Sicily), the following will be done: 1/4 kept as national land (primarily in places of natural beauty - to form national parks and whatnot), a quarter sold (to finance development of the region), a quarter distributed to private citizens, and a quarter given to various towns, villages, and cities as communally owned land.

Second, all clergy (who did not flee yet) must swear a Civic oath, and cease the teaching of Catholicism - instead teaching the Cult of the Supreme Being.

Third, much resources tied into the northern railroad project is being turned here, along with the financing from the sale of land and confiscated property. These resources will be used to upgrade and connect the region's rail network to the existing cisalpine one. The telegraph network will also be updated - and several underwater lines run from Calabria to Sicily to Africa, finally allowing for news from the straits of Gibraltar and beyond to reach Milan in minutes. Expansion of the school system, agriculture system, and industrial development is also being encouraged and subsidized in the poorly developed south.

Despite the high support from patriotic revolutionaries, there is still a significant portion of the region discontent with at least some of the changes. Foremost, obviously, are the exiled nobility who've taken refuge abroad with their mobile wealth. But more importantly to the Republic, there's a substantial number of devout Catholics who are resisting the removal of the religion from their lives.

(putting my random estimation of the wealth seized and income sold - assuming 8-10 million in the Kingdom of the 2 sicilies, with 112,000 km^2 of land. That leaves it at ~14,000 km^2 of land sold, at say an average of 1,000$/acre. That's ~250,000$/km^2, or 110,000 Lire/km^2. Total value = 1,540 million Lire. Add on extra non mobile wealth or that taken from the church, and estimating at ~2 billion Lire. 1 billion of that will immediately be used in infrastructure and industrial development in southern Italy)

Just saying, to be clear, as the home and Protector of modern catholicism, we welcome any catholics seeking to still practice their faith with open arms. The Bishop is here in Vienna. If you wish to join his worshipfulness in the last great bastion of catholicism outside of France, we will recieve you. Here, you may worship as you please.

That said, I wish to make abundantly clear that we have no official stance on the current internal affairs of the Cisalpine Republic or their religious toleration levels. No statement will be made, and we recognize their sovereign right as a nation to govern themselves as they see fit.

With the departure of a substantial part of the Cisalpine Army - and both navies - from Italy itself, counter-revolutionary forces have decided that now was the time to make their move. A carefully planned insurrection has formed in the countryside of Southern Italy, coalescing around a number of Catholic priests who had refused to take the civic oath, and were in hiding.

A combination of numbers, surprise, and some allies within the city has enabled these rebels to capture Salerno, close to the city of Naples itself, and driving off the national guard members in the city. From this new headquarters, they've issued calls for assistance to all the godly men of Italy and Europe to join in crushing the apostates.
