I'd probably note, though, that if someone replaces into the last league from outside the league, they should be treated similarly to being promoted from a below league, and whoever they replace just counts as being relegated for end of year calcs stuff.

I posted a suggestion for solving the simultaneous promotion/relegation issue in a different thread (getting confusing).
It’s only a problem when the 8th quitter quits, so the 8th replacement could join knowing he will not get protection, thus in effect is a sub to the end of the season. This player can be rewarded by being first in line to join in the subsequent season.
Hopefully this will never happen & if so, in round 4. It’s easy, works & changes virtually nothing. Just a thought.
