New thread for a "new" country:
Country Name: The Oriental Repubic (Formerly the YinShun Empirical Combined State (YSECS))
Land: China, without the seaboard
Foundings: (Official) July 4546 (Around November 23, 2017), (Effective) Early 4566 (January 2, 2018); YSECS: Early 4520 (October 2, 2017): Previously remnants of the Magni Imperium, founded and refounded in 4161 (October 18, 2015) and 4343 (October 18, 2016), respectively.
Capital City: Mahayana (Location: South of modern-day Lanzhou; Literally where it says "China" on Google Maps)
Government Type: Republic, was Monarchical Aristocracy.
Population (As of Early 4566): 80,000,000 (Up to 10% are nomadic, and only fall under the influence, not direct control, of the OR)
Military: 1,500,000 Armed Forces under direct control of OR National Government (NG), up to 1,000,000 armed/partially organized militia (holdovers from recent revolution)

Starting tech: Crazy-good irrigation
Advantages: Much of the Gobi Desert is no longer a desert, instead it's very good farmland thanks to crazy-good irrigation systems
Disadvantages: Much of the population is still wary of the "foreigners" (citizens of the Fallen Empire {Magni Imperium}) that have been forced to intermarry with officials who are related to once-powerful warlords.
Et cetera: YSECS is founded on the rotten carcass of the Magni Imperium of comeback lore ( ;) ). Many of the cities of the Magni Imperium have already understandably been re-colonized by the Asteria Republic and the Confederation of Monarchies, and most of our population live in the huge farms of the Gobi prairies.

Government

The Government is Republican, split into three branches: the Judiciary Branch, the Legislative Branch, and the Triumvirate.

Voting

Voting can take two main forms in the OR. The primary marker that differentiates voting in the OR from voting in other countries is Quadratic Voting (QV). In our QV system, those eligible to vote must pay an amount that increases exponentially for each vote they buy. The national standard is for a person's (or corporation's) first vote bought (for or against electing an individual or passing a bill into law) to cost 10 CC. If they wish to buy more than one vote, the total for buying votes will be 10 times the squared total number of votes bought (10 * v^2). For example, if twenty-five votes are bought, 6250 CC (10 * 25^2) must be payed. Once votes are tabulated, the money paid to buy votes (minus a maximum of 1% of the total amount paid, to offset administrative costs) is evenly returned to anyone who bought votes in that specific ballot. If two people participated in a ballot, one buying 100 votes at a total cost of 100,000 CC, the other buying 1 vote at the cost of 10 CC, each will be returned between 49,504.95 CC and 50,005 CC, depending on the administrative costs imposed on the ballot.

Judiciary Branch

The Judiciary is composed of four levels: the Local Courts, the Provincial Courts, the Appellate Courts, and the Cardinal Court.

Judicial Term-Sets
One Judicial Term-Set is defined as a ten year period that an Adjudicator is designated to serve in its entirety or for at least one year. The Judicial Term-Set is the Judicial equivalent of Legislative Terms [see below]. The start and end of each Judicial Term-Set legally establishes the start and end (respectively) of the authority Adjudicators possess over/within the Court (Local or Provincial) they have been chosen to serve. If an Adjudicator is legally removed from his position of Adjudicator (due to death, crippling disability, resignation, or other causes), replacements can be made by calling a special QV election [see above] to replace an Adjudicator that left his position within a Local Court, or by the Triumvirate nominating and the Senate confirming under normal rules for the appointment of an Adjudicator of a Provincial Court [see below].

The Local Courts each have one Adjudicator (Judge). Each Local Court will have the authority to rule on legal cases filed in and concerning local events, affairs, and other actions. (Similar to municipal courts in US.) Each Local Court serves an area that contains between 10,000 and 1,000,000 citizens. Each Adjudicator is elected by QV [see below] by citizens of the area served by the particular Local Court. Citizens are eligible to run for and receive the position of Adjudicator of a particular Local Court if:
- They are a Citizen of the Oriental Republic, and are not considered a citizen of another country/sovereign state.
- They are at least 25 years of age.
- They have not already served as an Adjudicator (Local or Provincial) for periods (consecutive or non-consecutive) longer than one year within three different Judicial Term-Sets [see above].
- They have filed their taxes as a Citizen living in the area served by the Local Court they are running to have the position of Adjudicator in for at least five consecutive years (jointly or individually).

The Provincial Courts each have three Adjudicators. Each Provincial Court are similar to the Local Courts, as they will have the authority to rule on legal cases filed in and concerning Province-level events, affairs, and other actions. (Similar to Federal District Courts in the US.) Around 8,000,000 OR citizens live in the jurisdiction of each Provincial Court. Each Adjudicator is nominated by the Triumvirate and confirmed with a majority pro-confirmation vote within the Senate. Citizens are eligible to be nominated for and receive the position of Adjudicator of a particular Provincial Court if:
- They are a Citizen of the Oriental Republic, and are not considered a citizen of another country/sovereign state.
- They are at least 35 years of age.
- They have not already served as an Adjudicator (Local or Provincial) for periods (consecutive or non-consecutive) longer than one year within three different Judicial Term-Sets [see above].
(Citizens are not made ineligible to be nominated for/receive the position of Adjudicator of a Provincial Court if they have not filed their taxes as a citizen living in the area under the jurisdiction of that Provincial Court.)

The Appellate Courts each have nine Judges. Each Appellate Court will have the authority to rule on cases that any party involved in have appealed the decision made by a Local or Provincial Court. Each Appellate Court does not have authority over a particular area within the OR; each Appellate Court chooses the cases it takes on (each Appellate Court can specialize by choosing cases related to a certain area of the law). Each Judge is elected through national QV, whenever there is an opening. Judges may hold their seat for up to twenty years, and any citizen elected to be a Judge for an Appellate Court can only be elected once. Elections for Judges can be held in February of each year, if there is an opening in at least one seat {there will be 90 Judges, so even with 20 year term-limits it's extremely likely several seats will be open each year}. Citizens are eligible to run for and be elected to a position on an Appellate Court if:
- They are a Citizen of the Oriental Republic, and are not considered a citizen of another country/sovereign state.
- They are at least 40 years of age.
- They have not won election for the same or a different position on an Appellate Court.

The Cardinal Court has 15 Justices (i.e., Supreme Court Justice). The Cardinal Court makes decisions on cases that are appealed past an Appellate Court. The Cardinal Court has the final say in any case that has been made by an Appellate Court and been appealed by one or more parties involved in the case. The Cardinal Court has the authority to void laws passed by the Legislative Branch. Each Justice is chosen through a lengthy process: Each member of the Triumvirate chooses three candidates for each seat in the Cardinal Court, for a total of nine candidates per seat. A QV is held to determine the top three candidates, and the Senate chooses one of those three to become a Justice of the Cardinal Court. A citizen who becomes a Justice can hold the position for life or until retirement, but cannot hold any other public office after retirement from the Cardinal Court. A citizen is eligible for the position of Justice if:
- They are a Citizen of the Oriental Republic, and are not considered a citizen of another country/sovereign state.
- They are at least 45 years of age.
- They have held the position of Judge (Appellate Court) for at least 5 years.

Legislative Branch

The Legislate Branch is separated into three distinct Houses: the Majority House, the Senate, and the Universal Council.

The Majority House has several hundred members. Each member represents many thousands citizens of the OR (see https://docs.google.com/spreadsheets/d/ ... sp=sharing for exact number).

The Senate Is made up of 50 members.

The Universal Council has no specific number of members, because any citizen of the OR is able to participate in the national QV votes held by this Council.
