Heptarchy: trial of Anglia in Flanders: Analysis

One of the variations proposed to make Heptarchy more balanced is to start Anglia's fleet in Flanders instead of having an army in Oxford, although Oxford would remain as an Anglian Home Centre once they control it. I intend to run a brief trial here, especially of the extent to which it affects the initial negotiations.

I don't imagine it will need to run longer than two years, and maybe less. I will play both Ireland and Scotland, who are fairly marginal to these negotiations, and I'm going to ask Girion if he'll play Anglia (he was the strongest person arguing for this change, so he's best placed to sell its benefits to the other players.) Cornubia and Mercia in particular need to be decent negotiators for the trial to work at its best, so volunteers for that please, and also to do Wales and Northumbria. I may select from the volunteers for Mercia and Cornubia - no offence if I don't choose you, but I will go for good openers I know from past games.

I'll aim to run it to 3-1-1 deadlines, although deadlines won't be strict, and I'll be sending my usual reminders out in advance of them.

Here's the map (Anglia orange (Girion), Cornubia purple [stalin813], Mercia kind of lilac (Yhanthlei), Wales red, Northumbria yellow (bluestreaksoccer), Ireland green [Pedros], Scotland pale blue[Pedros].)

Yes I volonteer to play (as Anglia), hope that Vain Rats and this one don't get started on the exact same time though.

Also this map shows 2 Walish fleets, while I do belive the possibility was mentioned I don't think that it was ment to be put in use?
