Just the most votes. I'm tempted to say that if there's a tie, we have a quick runoff. There are an odd number of SCs in the HRE for a reason.
But I'm hoping/guessing that this won't happen.

Sorry to burst your bubble his_flyness but there are 16 SCs in the HRE which is not a odd number.
