You're welcome! I would've done a handy bid points guide too, but I think I would've botched it.
Anyways, I think I'm with Deanchuk on this one, I'm not sure if we should do builds and retreats on the same phase. Since they don't happen simultaneously it might bring up some issues. For example, let's say England decides to destroy Hannover's unit in the Palatinate during the build phase, however, let's also say that Russia puts all her IP into bidding for Hannover, for some secret plan to control the Palatinate. Now Russia has spent all her IP trying to get palatinate, only to get a fleet in the skaggerack which can't do anything. The problem is that we don't really know what we're bidding for (This turn I think it'll be fine to do them both at the same time since Hannover and Wurzemburg are the only ones that can change, but if you're going to combine two phases in the future you should probably do builds and retreats together.)
As for time constraints, I don't see why bids need more time then moves. Heck, I could get probably get builds, bids, AND moves in by Thursday!
