I have noticed there are a lot of games with passwords , please can someone explain where I can find a password to join a game?

Password protected games are created that way intentionally so that the person who created the game can control participation. They are the only person able to provide the password for a given game.

How does one find out who created the game and has the password ?

Usually they are private games so if you haven't been given the password you are not invited. For example a group of friends or a table as part of a tournament.

Sometimes the person is using a password to only accept (and give the password to) people who meet certain criteria, this could be a minimum game ranking, people who have a record of reliable play or people who can communicate in Spanish or anything else. In this case the game is probably advertised in one of the sub forums in the "Games" section with a note on who to send a private message to if you want to play and (if accepted) they will send you the password.

You can filter out the password games...to only see the open to all games

Normally, the designer will protect their games if they share, they will have the password for users, can you look carefully on this website??
Hopefully it will be somewhere...
