Why is there a German army in the Ruhr?

Also: Were we supposed to send in speeches?

Speeches will be up just as soon as I get a chance. And the army in the Ruhr is simply a figment. I had to totally re-do the map.

Geez. If you're having so much trouble with Jdip why don't you just switch to paint.net?

Because I can't use paint.net on any computers except my mothers laptop and those in Mr. Mill's room.
