Important rules question

One player PMd me with the following:-

Is it right that Brazil has 5 centers?

I wondered that when I put the map up. Not straightforward! Not straightforward at all!

1. Both games played here had only four SCs. And it can't be said that Brazil ever looked underpowered. And the starting list in the original rules only lists four.

2. The fifth centre, in Man, crept in when Morg redrew the map. But he copied it from the original VBank map.

3. But in the original also, the list of provinces doesn't include Man at all, but lists its neighbour Amazonia as a centre. QueenofHearts, when he made some changes to the original map for Game 1, seems to have removed Man and its centre from the map altogether, which doesn't help. (Amazonia expanded but didn't have a SC)

Clearly Man/Ama is intended as one of the centres the rules describe as "Within countries but not yet settled". Similar to Chicago in the USA (and to Alaska for Britain in my modification here)

My previous post, about the fifth Brazilian SC, I think is clear. Brazil was quite strong enough last time round.

But it raises other questions. When the rules say that the extra SCs are "Within countries but not yet settled", does that mean that they are already controlled SCs and can be built in during the next Winter, or that they are neutral and must be captured? It would be a nonsense if it were the first; they are SCs waiting to be taken over by anybody.

But in that case it is seriously misleading for them to be coloured. Coloured SCs are the way we all know who controls which. So they must be coloured neutral.

But do we really think that Chicago should be a neutral space in the middle of blue USA?! That would be equally nonsense. So my thinking is to neutralise all the non-SCs. I'm going to post that map when I've finished it, for comment (now done). But criticisms need to explain what you think should happen to both the neutral SCs within countries, and to the non-SCs. And why!

Just to let you know, I have never NMR'd on this site. On my profile it says I missed two turns, but that was while I was new on this site and per exident finalized before ordering my units, it overcame me twice :oops:
