The Deal With Waterways:
You may propose waterways at any time, but they will only be voted on in the winter. You can build a waterway pretty much anywhere. You can create a bay, a river, you can surround a territory, connect rivers, connect turn a nation into an island, build a giant lake in Canada, whatever. The only thing you cannot do is sink somewhere or bisect a territory. It will be voted on. Votes will be determined by supply centers, so if you have 6 centers, you have 6 votes, if you have 17 centers, you have 17 votes (you also win).

Any questions?

I'm going to Disney World!!! Er, um, I didn't mean that, Southeast... just a figure of speech! LOL

Seriously, I do think this will make the game more interesting... even if the more likely outcome is that someone else is now coming to Disneyland!

Thanks to those who voted!

I'll put my 3 for yes, even though it doesn't matter anymore.
