American variant set in 2000. Created(?)/Brought to site by The Sea People. GM: The Sea People. Game ended with no resolution.

If we are really going through with this "fill in a waterway and destroy the units in it" idea -- which I think violates at least the spirit of how the waterway concept rules were initially explained -- then obviously I submit paving over SMS (and sinking any unit in it) for the Winter 2008, then paving over GoM (and sinking any unit in it) for 2009. I think that should just about be a wrap!

Fair point, The United States Government declares that no Waterway's may be paved, only created.

Having read the rules of creating waterways (should have done before posting!) there is no mention of destroying waterways or even the possibility of putting it up for a vote. I will have to accept my inevitable doom just like the Midwest will.
