I am surprised that Midwest and Tri-States voted against the SE Waterway. Seems like it would have split Southeast in two and made it more difficult for him to defend his territories....

But that was when winter had passed (i think). If not, that's what I meant. Vote for the expansion in 1904 during 1904, not the winter of 1903.
