We have a forum, so this game will start!

The Rules:
The map is modern America; Canada and Mexico are impassible.

Standered Diplomacy rules apply, except where noted.

Rivers
There are 5 River territories:
Colorado River (bordering: Colorado, Utah, Arizona, Nevada, Los Angles, and the Gulf or California)
Rio Grande (Colorado, New Mexico, Texas, Houston, Gulf of Mexico)
Ohio River (Illinois, Kentucky, Indiana, Ohio, West Virginia, Pennsylvania, both the Northern and Southern Mississippi River)
Northern Mississippi River (Minnesota, Wisconsin, Iowa, Illinois, Missouri, The Southern Mississippi River, The Ohio River)
Southern Mississippi River (Missouri, Kentucky, Tennessee, Arkansas, Mississippi, Louisiana, Northern Mississippi River, Ohio River)
Rivers act as sea spaces, you can move from the river to the ocean, you can convoy as normal.
You must inhabit the river to convoy in it, coastal fleets cannot convoy.

The Rio Grande and the Colorado River both border the state Colorado. They are not connected. You cannot have F Rio-Col (state) in the spring and Col (state)-Col (river) in the fall.

Expanded waterways
Every winter, a player may nominate a waterway being built or expanded. Then there will be a democratic vote. Each player gets a vote per center that they own at the time. If there are 17 votes for the waterway, it will pass. Only one nomination is allowed per winter, if there are multiple, the first will be voted upon, the next will wait until the next winter.

There are 33 Centers, which means 17 to win

Details on Conformations:
I want to do something slightly different with Conformations. Please send me a PM with the following:
1) Your Conformation!
2) Any details about where you would like to play. You can say a few that you want to be, some that you don't want to be, etc.
3) What you think about the addition of a Panama Canal. It will come down to a vote. Panama canal would be between Gulf of Mexico and Gulf of California, as it's own spot, so GoM-GoC isn't valid, but GoM-Pan/Pan-GoC would be.
4) Any other questions you have.

I'm in and if we have our choice i would like the tri-state region (where i grew up) or the southeast (where i live now), but i'm sure its random...

Confirming. I think the Panama Canal should be an option to vote on as a new waterway being built during the game.

My overwhelming first choice is California, since I live here in Oakland, Cali!
Second choice, Southeast (I'm going to Disney World!)
Third Choice, Tri-State

One more HUGE question about rivers: If they act as "Sea Spaces" do they block army moves? e.g., can army move Ind-Ken, or do they need a fleet to convoy them across the Ohio river? and what happens in a place like Nme -- can an army enter from Ari one turn and exit to Tex the next?

Yes, you need to Convoy across rivers, but you can do such a thing with New Mexico and Arizona etc, they act as one space.
