Diplomacy USA

Didn't really get a chance to look at the rules for this variant when it was up, but I have been working on my own. And if I know how to make a map I could post here and how to colour and carve it, I'd put one up.
Diplomacy U.S.A.
There shall be seven starting powers:
1. New England
• Maine – Army
• Mass – Fleet
• New Hampshire – Army
2. The Union
• Penn – Fleet
• Maryland – Army
• Virginia – Fleet
3. The South
• Florida – Army
• Georgia – Fleet
• Alabama – Army
4. The Heartland
• Detroit – Army
• Chicago – Fleet
• Indiana – Army
5. Texas
• El Paso – Army
• Dallas – Army
• Houston – Fleet
6. Mid West
• Minnesota – Fleet
• North Dakota – Army
• Nebraska – Army
7. California
• San Francisco – Army
• Las Vegas – Army
• Los Angles - Fleet
All territories correspond to state names EXCEPT in the following places:
• California broken into San Francisco, Southern California, and Los Angles
• Nevada broken into Nevada and North Nevada
• Texas broken into North Texas, El Paso, Houston, and Dallas
• Louisiana broken into New Orleans and Louisiana
• Illinois broken into Illinois and Chicago
• Michigan broken into Michigan, North Michigan, and Detroit
• New York broken into Upstate New York and New York City
• Quebec broken into Gaspe, Townships, Montreal and Northern Quebec
• Ontario broken into Toronto, Southern Ontario, and Northern Ontario
• Nova Scotia to be called Halifax
Mississippi River is navigable.
A fleet passing along the Mississippi River must land in a territory adjacent to the one it just left. These territories include: Minnesota, Wisconsin, Iowa, Illinois, Missouri, Kentucky, Tennessee, Arkansas, Louisiana, Mississippi, and New Orleans.
The Ohio River is navigable. The territories accessible are: Illinois, Kentucky, Indiana, and Ohio. Note that a fleet entering Ohio from the southwest (Indiana or Kentucky) cannot exit Ohio via Lake Erie.
The St. Lawrence River is navigable. Territories bordering the St. Lawrence are: North Quebec, The Townships, Montreal, Toronto, and Upstate New York. Moving between the lakes is a simple move. Ie Lake Erie TO Lake Huron.
Geographic Notes of consequence:
• Rhode Island is part of Connecticut.
• Delaware is a part of Maryland.
• A unit in one of Arizona, New Mexico, Colorado or Utah may move to any of those territories. This diagonal move is unique to this location on the board.
Thoughts? I have a paper map all carved up, but not sure how to post one...
