That issue does mean that teams who draw their knockout ties and group games in terms of wins need to be separated by random lots rather than points difference. Otherwise the ability to achieve a guaranteed narrow defeat could be crucial. Randomising it removes that as a problem.
No actually:
Teams who finish on the same number of points in the group stages will be separated randomly.
For knockout ties, if both sides win one tie then it will be separated by a third 8-player game hosted by either site using a neutral setup. The winner of that tie will progress. If that game ends in a draw then points difference in the first two games will count to separate them. If they still can't be separated then they'll be separated randomly.
