Description: Guatemala has the distinction of being one of only a handful of nations to have never been a part of a broader political union since the fall of the Old Order millennia ago. While this has contributed greatly to the consolidation of national culture, it has isolated the Central American state from the global economy as it lacks the population and technological basis to effectively compete. As a result, the economy of Guatemala has over many years shifted towards self-efficiency as a means of upholding citizens' quality of life, with a relatively centralized economy coming to fruition under a mostly stable democratic regime.

The state of Guatemala is one where there is a sizable rural underclass and moderate urban elite, who have for the most part set aside their differences in the interest of national solidarity and defense. A key player in maintaining this relationship (and in providing social welfare for the many who need it) is the Roman Catholic Church, which serves to reinforce the strong national identity of the people. Guatemala is not an excessively militarized state, but due to the occasional flare up in tensions in the easternmost portions of the country (what was once Belize), the number of active duty servicemen is at roughly 200,000 at any given time. However, this number can escalate.

The Kingdom of Deseret formally condones Asteria on the issue of the invasion of Guatemala. Guatemala is in the influence of the new world powers and condemns further influence of old world and alien powers on American soil. However, the kingdom recognizes that while the Theocracy of Asteria might be a heretical theocratic state, they have the right to spread their faith on their half of the planet.

Mobius wishes to make it very publicly known that we do not support the annexation of Guatamala by Asteria, the international Coalition War against Asteria, or the realpolitik of the Cooperative and Ceona, who trade ideology and ethics for perceived gain without realizing how it supports the IWA (itself firmly stable through a collective ideology and goal). In short, we dislike nearly everything about this event and believe that the people of Guatamala have the right to choose, without Asterian, communist, or other intervention.

Mobius wishes to make it even more publicly known that we will honor our commitment to Asteria as allies if Asterian soil is attacked and invaded, and we will join this war on Asteria's side. We have begun the process of light mobilization to ensure our active-duty units are prepared, equipped, and ready to deploy; naval ships are having patrols and cruises re-routed for better strategic sense, and freighters that are part of our troop deployment strategy will be remaining at dock.

On the same token, Mobius offers Honolulu for a site for Earth powers to negotiate and to help arbitrate a satisfactory end to this conflict. This offer will remain until the end of hostilities, and we have prepared holdings and facilities for such a conference.

The Federation disagrees with many aspects of the Mobian response, but is at least pleased that the Mobian empire does not outright condone the invasion. That being said, how does the Mobian state simultaneously oppose the annexation of Guatemala by Asteria, and also the legitimate international response formed to combat such an event?

We are utterly dismayed that Mobius sees our partners as "trading ethics for perceived gain." In what ethical system is supporting the imperialism of Asteria the just thing to do? Rather, it is Mobius who is trading their ideology and ethics for gain, and not the collection of dissimilar states that have been striving for a free Guatemala. By working to undermine the coalition in public statements such as these, failing to join the international response, and declining to ensure even the most basic compliance with international norms on the part of their ally, Mobius seeks to expand their influence by increasing Asterian power. If there is any nation in this situation practicing power politics, it is unquestionably the Mobian Empire.

Further, we question the wisdom of the escalation and the phrasing thereof, for it will assuredly embolden the imperialist Asterian regime. Will the Mobian government defend the "Asterian soil" of new-conquered Guatemala, and show themselves once again to be the true enemy of freedom?

We tried extensively to negotiate an acceptable case, as Mobius well knows from our prior communications. They know that Asterian demands included land and basing rights, diplomatic concessions, cash reparations, and Asterian religious and judicial influence in all coalition states. They know we tried long and hard to reach a deal, and developed one that protected the religious rights of Asterian Janisists, the neutrality of Guatemala, and gave the Asterians a substantial cash indemnity to avoid a war. They didn't take that deal, which offered them no costs and only advantages, for their greed knows no bounds.

There is no satisfactory end to this conflict that can be arrived at through peaceful means - even Mobius would shudder at the treaty their ally proposes. Peace will only come when the Guatemalan people, with the aid of the international community, through off the chains of the imperialist oppressor. When Asteria has had enough of the senseless bloodshed, they are welcome to use the established channels.

The nation of Guatemala brims with a tropical glee which has for centuries gone unnoticed by the great powers of Sol. One could say to travel in this mountainous country is to be returned to simpler times, when farmers looked down on modified crops and cybernetics were only for the rich. A people as isolated as the Guatemalans have found comfort in simplicity, both of lifestyle and government, affording them a small defense force to protect against all manner of banditry. Belizean warlords and Martian smugglers alike have been warded off for generations by the Guatemalan Armed Forces, standing 200 thousand strong. They fight for the honor of their people and the respect of the Roman Catholic Church, an entity most in the nation believe to be the true key to Guatemala's stability.

It is perhaps for this reason that the Janisist nation of Asteria invades them. A massive fleet approaches from the west bearing 15 million holy soldiers hellbent on divine conquest for the Seijin. Asterian ships and aircraft utilize technology centuries more advanced than the Guatemalans, whose navy was designed to take on forces with comparable resources, not a nation over 20 times their size. Asteria's war machine boasts Cyonic "Blazing Fang Turrets" and EMP Shielding which allow them to steamroll the Guatemalan navy with superior firepower and technical systems.

The defenders' mid-range strikes are nullified by the invaders' anti-missile guns and heavy anti-air armaments, punching through the Guatemalan fleet and creating a beachhead in the southern department of Escuintla. The city of Puerto San Jose, the nations biggest port, is captured by the Asterians and generals quickly order their troops to start building fortifications. The battle lasts only a few short hours before the entire Guatemalan fleet is decimated.

The Guatemalan army scrambles to muster a defense as the small towns on the coast and interior are swallowed by the Asterian forces and face devastation from their Ty. 9s Machine Guns and exotic Roven tanks, which open up massive sinkholes under key infrastructure. After reaching several miles inland, Asterian forces begin to diverge across the nation, with 500k making a bloody march to capture the city of La Libertad in the far north. Another 500k are left to fortify the city of Puerto San Jose as the remaining 14 million troops are dispatched into the heart of the farming nation to conquer Guatemala City, the capital.

The defending forces, understanding that they were hopelessly outnumbered, attempt to fortify and evacuate the towns that stand between the heartland and the Asterians, installing centuries-old missile systems and plasma shields which are hastily obliterated despite superior knowledge of the mountain environment. Their attempt at night raids are swatted away as the Janisists utilize Crane Air Units and Pigeon Bombers to devastate entire villages and burn down farms suspected of housing guerrillas.

The land in the west suffers even greater casualties as the lightly defended territory is virtually consumed by fire in brutal scorched earth tactics. The most agriculturally productive region of the country breaks down at every level and when rumors of a manufactured disease that the invaders are immune to reach the rest of the nation, a mass exodus begins. In the span of a few days roughly 80,000 civilians perish due to lack of electricity, no food, and social unrest. The deadly plague thrives in this environment but has not claimed many lives yet.

The assault on the department of Guatemala is where the bloodiest fighting occurs seeing as it is where the bulk of the urban population lives and thus a high priority for the defenders. Their forces had been in perpetual retreat as the Asterian armies destroyed their small encampments, positioning for a siege of the capital. Supply lines for the Guatemalans had been stretched thin and it would appear the virus first discovered out west had gotten to the city before the invaders. The few thousand militia who attempted to halt the northern advance toward La Libertad had been scattered by night bombings and an endless sea of enemy soldiers. Meanwhile, Aurelian Shielding and superior infantry armor let the Asterians repel attempts at retaking the city of Puerto San Jose, who's port lay in ruin.

For all intents and purposes, the siege of Guatemala City and the nearby towns of Mixco and Villa Nueva was the last stand for the defending forces. 60,000 vs 14,000,000. The battle was finished later that day, the President surrendering after the missile strikes and sinkholes proved too much for the city's remaining residents.

Casualties (after roughly a two week invasion):
Guatemala: 175k infantry, 13k militia, 250k civilians, 100 APCs, 244 artillery units, 98% of the airforce, 100% of the navy
Asteria: 45k infantry, 10 Pigeons, 6 Roven Tanks

IWA Promises Aid and Support

The shocking Asterian invasion of Guatemala is having "cataclysmic effects" on the infrastructure of the South American nation, according to government officials on the ground. As millions of soldiers marched through the country a systematic campaign of scorched earth and biological warfare has wreaked havoc on freedom fighters and innocents alike.

The invading troops are also believed to have unleashed a viral agent in the western regions of Guatemala, which has strained the practically nonexistent health infrastructure left after they swept through the area. Along with nationwide power shortages and limited food supply, the region is seeing its biggest refugee crisis in recent memory.

The UMC and its IWA allies have pledged to provide unconditional support to the roughly 2.5 million Guatemalans trying to escape worsening conditions in their homeland. Ships dispatched to the Caribbean coast have already accepted thousands of individuals, creating a seemingly efficient method of testing for the virus while limiting its spread.

There have also been guarantees of food, housing, and medical care, with the hope being that any Guatemalan wishing to leave do so immediately. In a stunning move, the UMC has declared that any attacks on refugees trying to flee is tantamount to firing on UMC citizens. With this in mind, troop movement has been detected in the UCI, orbital space, and near the border of Guatemala, which would suggest that the IWA is preparing for counter strikes in the near future. A handful of Guatemalan freedom fighters are known to have made the trek to these coalition forces.

Concurrently, the military conflict in the south intensifies as soldiers refusing to lay down their arms are subject to missile strikes on their supply convoys, inducing more starvation among the population. Guatemala City remains under lockdown due to fears of the virus' spread but its lack of food and clean water is creating a secondary humanitarian crisis. The qualities of the virus (nicknamed "Saidiran's Curse" after the Janisist war god) are relatively unknown given the lack of health resources, but it is believed that close to 500 have perished since the invasion began 3 weeks ago.

The Federation is devastated by the news coming out of Guatemala. We expected little of the Asterian government when it came to the dictates of common humanity and even those scraps it failed to deliver in its utterly unjustified massacre of the Guatemalan people. Guatemala is a peaceful and simple nation that has bordered great powers for centuries without the slightest incident, until the imperialist Asterians, without cause, reason, or excuse, came to massacre these people.

The conduct of the Asterian armed forces is utterly inexcusable. The devastation of key infrastructure through sinkholes is catastrophic to the natural ecosystem as well as man-made systems that the Guatemalan people depend upon for their livelihood. The destruction of farms and villages is an intentional attempt at starvation and genocide of the local population to bring in the ethnically-preferred Japanese-Asterians. The widespread use of fire is utterly inexcusable as a military action and only comes into clarity as part of a wholesale process of genocide.

None of this - the starvation, the destruction of infrastructure, the burning of villages, captures the worst of the Asterian campaign. That damning crime, that most reviled place in history, belongs to the manufactured virus, the first experience of biological-pathogenic warfare this system has seen for uncounted centuries. A quarter of a million dead - more civilian casualties than in the entire League War. Words cannot state the horror of this action.

Saddened, in grief for our fellow man, the Federation is despondent. But resolute. We shall work with our allies to ensure that the Asterian crime is not allowed to continue, and that it will not go unpunished. We shall work with our allies, close friends and former enemies alike, to throw back the Asterian invasion and destroy those murderers of the Guatemalan people. We shall go to the League of Cairo and the Federation of United Nations to form criminal tribunals to hold the government of Asteria accountable. And we shall stop at nothing to support the refugees as they struggle against the virus that has already claimed so many of their own.
