Meurig Halloran, 14th President of the Corporation, has died at the age of 215, just 6 months after the PCG celebrated it’s Millennial Anniversary at Winter Dividends.

As is customary, President Halloran had accepted the Asgard rebirth granted by his lifetime of service, and planed to resettle in South America, under his new identity.

With Meurig slowing down notably during the last few years, Grand Master Teller, Darius ap SaZi, the Honoured Council to the governing body, has been making public appearances in his stead and will continue to act in this capacity as Temporary Custodian of the Corporation, while the Managing Director continues to oversee the administrative side of Government.

The appointment of our 15th President will begin with a shortlist of potential Presidential Candidates, all of whom have been vetted, and is expected to be released for public consideration shortly.

The Federation congratulates Halloran on his life of strong moral service and wishes him well in his retirement. We look forwards to deepening relationships with the next president and cooperation between our peoples to strengthen multinational organizations and work for "happiness, free, for everyone, and let no one be forgotten."

We also congratulate the PCG on a thousand years of existence. Despite its failure to establish true and existing socialism on Mars, it has always been a good friend to the peoples of the Federation and its predecessor states, and we look forward to a thousand more years of positive cooperation on the Red Planet and throughout the solar system.

Like the Presidency, the role of Honoured Council was more that of a cultural figurehead. They were a visual representation of the stability the corporation provided, working in unison, one pillar represents the physical and material needs of the people, the other represent the spiritual, or mental well-being of the people.

They are symbols of stability, helping provide the people with all of their needs in both mind and body. The actual stability though, was provided by the Managing Director, arguably the foundation upon which those two pillars stood. His was the practical power.

It had typically been the Managing Director who stepped into the role of Temporary Custodian in the absence of a serving President, but Darius ap SaZi was the first Honoured Council to do so.

It wasn’t his first choice, in fact he’d not been to keen on become Honoured Council in the first place, as he wasn’t a Grand Master at the time and would be the first Teller to hold the position without being so (and also the first half-Baunari to rise to such a prominent position in the PCG).

He’d been up to the task though and continued to study alongside his duties to the Corporations governing body, become a Grand Master of the Craft within the following decade.

Rising tensions with our formerly Asterian allies, the Holy State, had blighted Meurig’s presidency. In his century in office, he never managed to restore the exiled democratic factions, he struggled even to unify them (though they were now a full generation removed from the events and the differences between the two major Asterian groups were still visible, but far less antagonistic toward each other and now more unified instead, in opposition of the Holy State).

Darius didn’t always see eye to eye with his counterpart Meurig (hfpe - especially when he discovered that he’d let Atbash off his leash to cause problems for the Holy State, following the attempt on Meurig’s life, doubled with the fact that Atbash - or at least the body he was using at the time - had also been killed in that attempt and he was out for pure, simple revenge), but more often than not he did and the two had worked well together “holding up the sky”, as his mother ZIZI used to say.

He’d been thrust into a position he didn’t feel ready for once before, he didn’t expect it to happen again, but happen it did.

Darius had been on the shortlist for President, and the public loved it, so much that it seemed a forgone conclusion when the voting started.

He’d grown up in the public eye as the youngest child of Martian Power-Couple, (media mogul) Daniel Sacian and (Baunari cultural leader and recording artist) Zendoline Zwecklin (known as ZiZi, to her fans). He’d lived in the limelight, not always out of choice and yet again, unparalleled attention was being focused on him.

In truth, he didn’t want the position. He was already getting old and even if he remained in peak health he probably only had another 50 years left anyway, years he could otherwise spend completing his final works within the Craft.

As the votes came in it soon became clear that the Managing Director (who was the other main candidate and again, in truth, did not want the job. He felt he was of more value in his current position, but had been Meurig’s “golden boy” and popular with the public that was ready to turn out for him).

It became clear that the two candidates were going to run each other close. The fact that neither one of them really wanted to be President wasn’t lost on either of them.

About halfway through the process the two disappeared from the Chambers and went up onto the garden rooftop of the building. They spent the next few hours talking about friends, family, hopes dreams, memories. Everything but the election going on around them.

Darius could see why Meurig had been such a fan of this young man. He was still a little rough around the edges, but he’d be a good fit with the presidency and a worthy successor to Meurig. It would just be a shame that they’d have to find someone else to take over as Managing Director if he got kicked into the top job.

Behind them someone approached and coughed. It was Cai, the Presidents right hand man (and head of intelligence). The two looked around and waited expectantly for him to say something.

“Grand Master Durius, I’m afraid your services as Honoured Council to the governing body, will no longer be required”

It seemed an odd thing to say and Darius hesitated for a second as he took the words in. The Managing Director though, understood straight away.

“Let me be the first to congratulate you”, he said, turning to Darius and holding his hand out.

“You mean?” Darius started, but trailed off into silence.

Cai smiled and nodded.

“Yes, mister President”

The Federation congratulates President Darius on his recent election. We hope that he holds to the strong policies of his predecessor on Guatemala and will continue to work with the international community to uphold the freedoms of the Guatemalan people.

Ichiji Seijin Shirou Matsushita, the 7th of Asteria and the President Hiraku Saitō has announced the intention to step down from the current structure of governance in Asteria.

Asteria has been ruled by the Holy State since 4835 and it has been destined to end in 4963. 128 years of peace and unification has seen the ruling Shingikai has become immensely popular in most of Asteria. In fact, were a referendum held. The majority would now have chosen to keep the current structures in place as opposed to return to democracy.

However, Ichiji Seijin Matsushita has seen that Asteria now is certainly less fractured than it was before but also wants to see an Asteria more integrated globally.

Therefore, he has announced the creation of The Coalition of Independent Janï Commonwealths.
The Coalition is headed by the Shingikai and Ichiji Seijin but each Commonwealth would be run independently.
A proportion of each country’s GDP (2%-5%) would be given to the Shingikai which would have their own governing body. The Seijin will be influential in the countries who are members of the commonwealth and have a role to guarantee their Janisist nature but the vast majority of power would be return to elected positions.

The Commonwealth of Asteria would be Independent in 4968 but other Commonwealths will need to wait before they get their constitutions implemented.
The Commonwealth of Phoenicia, Cadiz, Crete, Cyprus, and Trojkat along with all extrasolar colonies will be governed directly by the Shingikai as the Shingikai evaluates Asteria’s progress as an electoral democracy before their independence will be granted.

Here is the new Constitution of the Commonwealth of Asteria:

Article 1

The Commonwealth of Asteria is a member of The Coalition of Independent Janï Commonwealths.

Article 2

The executive of the Commonwealth of Asteria is the President of Asteria.

Article 3

The President of Asteria is elected by the Kokkai.
The Kokkai shall have a first round election. Should any candidate receive over 50% of the vote then they are elected President.
If no candidate receives over 50% then a second round between the top two candidates are chosen. Abstentions are in order but only 40% of votes are needed to ascend to the Presidency.
If no candidate has 40% of the vote, then the Kokkai will disband and a new snap election for the Kokkai will occur within a month.

Article 4

The President of Asteria may be removed by a 60% vote in the Kokkai, but only if an alternate candidate is produced with 40% of the Kokkai’s support.

Article 5

The President shall serve a five year and his term shall expire when the Kokkai’s term expires. He may serve up to two and only two terms.

Article 6

The Kokkai is a 415 member body that is elected every 5 years.
276 are elected by regional seats.
139 are elected by national proportional representation.
The regional seats are assigned proportionally to the population of each city. The city has a two round voting system. The first round determines the top two parties and the second round is a runoff between the two. The winner of the second round gets all the seats for that city.

Article 7

The High Court of Asteria has five members. Each serves for life but may only be appointed at the age of 70 or above. The Shingikai of The Coalition of Independent Janï Commonwealths must approve of each nominee. Each nominee is chosen by the President.

Article 8

The Kaicho runs the Kokkai. He is appointed by the President and approved by the Kokkai with above a 50% vote.
The powers of the Kaicho is to propose legislation which must be approved with above 50% vote and sent to the President for approval.
The Kaicho may be removed by the President at his discretion but only if he can produce another Kaicho with above 50% approval in the Kokkai.

Article 9

For any political party to be recognized it must have above 1% of the national vote and 1% in 1/3rd of the cities of Asteria.

Article 10

Recognized political parties must announce their candidate for President, their candidates for each city Kokkai seat, and their candidates for the national list Kokkai seats six months prior to the election.
How those candidates are chosen is determined by the party.

Article 11

Regional assemblies have 100 members per 5 million citizens. These members are elected through open-list proportional representation elections.
Each member running on that open list however, must be approved by the party to run under its party.
Furthermore, the party must have garnered enough support nationally to get a seat in the Kokkai in order to be eligible for regional assemblies.

Article 12

The President of Asteria appoints the Chiji of each city from one of the members of the regional assembly. They must be approved by at least 40% of the regional assembly. The Chiji serves at his discretion and may be removed at any time so long as a candidate that receives 40% support in the regional assembly is approved to replace him.

Article 13

The President of Asteria has the power to appoint members of the Naikaku.
If any of those members are members of the current Kokkai or any other government agency, they must resign their seat. Their seat will be filled by the next member of the national list if a member of the Kokkai, by the governing agency if a member of the government, or by the next seat on the open-list election if in the city regional assembly.

Article 14

The members of the Naikaku must be approved by at least a 45% of the Kokkai.

Article 15

The President may remove a member of the Naikaku at any moment.

Article 16

In the event the President dies the Kaicho will replace him.

Article 17

The High Court of Asteria has the power to strike down any law as contrary to the Beliefs of the Gray Book.
The High Court of Asteria also has the power to strike down attempts to circumvent the political structures as suggested above.

Article 18

Asteria shall not discriminate against any individuals within its boundaries on the basis of ethnicity, race, religion, or political beliefs so long as they are a full citizen of the Commonwealth of Asteria.

Article 19

The President of Asteria is empowered to pass emergency decrees in a time of crisis.
However, emergency decrees may be struck down by the High Court of Asteria or by 60% of the Kokkai.

Article 20

The Kokkai is further split into Committees. Each committee will be head by a member of the Kokkai and by an appointee by the member of the Naikaku responsible for said committee.

Article 21

The Commonwealth of Asteria while guaranteeing religious liberty to all also asserts itself as a nation committed to Janïsm. Therefore, certain practices that are barbaric and unforgivable in the text of the Gray Book are prohibited to be committed within the boundaries of the Commonwealth.

Article 22

Further articles may be made or struck down with the approval of the President, 60% of the Kokkai, that of the High Court of Asteria, that of the Shingikai and Ichiji Seijin, and that of 2/3rds of the regional assemblies giving 60% assent to the amendment proposed.

OOC: The Guatemala thing was back in the 30s so we’re still an Empire then.

The Federation sees past the lipstick on the pig. The Asterian system is still regressive and imperialist for the below-stated reasons;
    - Trillions of dollars will be given to an unelected body to advance a religious cause with state funds and no oversight.
    - Despite claims that power returns to elected representatives, the clergy still retains a controlling share of the power.
    - The formalization of colonial rule over the overseas and offworld territories under direct theocratic governance.
    - The continued priority of Janisism over other religious traditions.
While the electoral system would contribute to a multiparty democracy, we hold little hope that the reforms will result in a true transfer of power to the people, rather than an upper-class of clerics who truly rule the nation, and even less that this will mark an end to aggressive Asterian attempts to conquer and subjugate other peoples in the name of their faith.

So actually, I haven’t described the way the Coalition Governing Body will be yet.
My idea thus far is it’ll be like the EU in terms of each member sends representatives to represent their causes. But, the governing body of the Coalition won’t nearly have the same power that the EU has. A lot more power is concentrated in the individual Commonwealths, so legislation passed by the governing body doesn’t take hold in the Commonwealths.
The role of the governing body will be more likely to advise on religious decisions and an easy way for different members of the Coalition to trade by signing FTAs or mutual defense pacts etc. but the governing body probably won’t have any power other than that given to it by individual Commonwealth’s constitutions.
There will be a Shingikai and Ichiji Seijin who play a powerful role but we’ll see the exact way the governing body will manifest itself later.
Also the Shingikai only has power to block judicial appointments and constitutional amendments in Asteria. Most decisions are made directly from elected representatives.

So actually, the formalization is temporary. We plan to give them all independence just it’s not going to be immediate. We make the Commonwealth of Asteria independently governed in 4963 in five to ten years another Commonwealth will have their own Elections etc. the OOC reason for me doing this is I don’t want to be caught up with a whole bunch of new governments at once cause that’s too hectic for me to deal with.

Yeah, we prioritize Janisism. That one is accurate. We don’t discriminate against other religions but the state religion is Janisist. It’s similar to how Israel is a Jewish State and a bunch of Middle Eastern countries are Islamic based. But like how Tunisia’s state religion is Islam, it doesn’t mean everyone is forced to adhere to it. A lot of Muslim countries have sharia law influence their legal system, it’s the same for Asteria with the Gray Book.
Asteria’s Religious Composition is roughly 75% Janisist or Janïst, 20% Buddhist, and 5% other.
Really the only way this is going to impact society is we are all vegetarian, the country shuts down on religious holidays, and a couple of other moral issues are solved by religious interpretation.
But we’re a Janisist State, we’re not going to say we’re not because we’re proud to be Janisist.

For most cities in the Mobius sphere, life in the cold war was a peaceful if dull affair. Most conflicts had died down as the blocs avoided even indirect confrontations that could quickly ignite interstellar warfare. The militaries of the large powers spent much of their time on defensive drills and preparing for doomsday scenarios, whilst their space fleets patrolled the vast distances of space between their colonies. From Earth to distant Dune to lonely Fenrir, the Imperial Armada, travelers could barely travel a few parsecs without being hailed by a scoutship. On the colonies, largely autonomous by this point, the Colonial Self-Defense Corps stationed brigades in each and though stretched to the brim, there were no serious conflicts in any of the systems for over a generation.

Then there was the nominally-independent and effectively-subjugated Athmosos.

Last night, the capital was victim to at least 3 firebombings and a half dozen shootings from Communist insurgents, hellbent on overthrowing the duumvirate led by House Shah of Athmosos and the Order of St Alsharp. As the locals woudl say, it was a normal day in Dijinnos, the capital of the independent Princedom of Athmosos.

Officially, an independent system guaranteed by the Empire of Venus and Greater Mobius, since the Belt War, Venusian influence in the system had waned and the system had become an effective protectorate for Pacifican nobility and a haven for the Venusian refugees. Pacificans kept a constant fleet in the system, ready to respond to threats, and at least initially prepared to respond to any revolts in the wave of revolutions that had gripped the galaxy in the years prior to Belt War.

But a fleet cannot fight rebels and insurgents, and with the threats elsewhere keeping the C.S.D.C. busy and few risking antagonizing Venus, few troops could be garrisoned on the planets. As the Duchess Shah would say, Pacifica's power ended at the spaceport and due to her deft diplomacy, a permanent garrison had been avoided for most of the insurgency. Instead, House Shah had managed to buy a clone legion from cloners in India and Iceland, trained to Pacifican standards and equipped like Marines of the Colonial Armies. Backed by the noble militias, the Duchess had created one of the most effective fighting within several dozen light-years; it was certainly one of the strongest if not the strongest force held by an independent system.

With a clone legion at her beck and call, the Pacificans relented and avoided sending a legion of their own; the clones would soon turn the tide of the Insurgency across the system and prevented what could have been a much worse rebellion. But the clones on their own, with some small Pacifican airstrikes, was not enough to fully end the insurgency.

As a new bill circulates through the Forum that would authorize a nearly 50 billion arms deal to the Shahs, Mobius Intelligence and Armada Special Forces decided to send in new leadership to the planet to end the uprising. Colonel Holland, three teams of Athenian commandos and a full company of Advanced Recon Marines, plus a small galactic carrier, was given orders to accomplish what a general and legions of commandos could not: terminate the Communist revolt by any means necessary and determine whether any foreign aid was being given to the revolutionaries.

Political Parties of the Commonwealth of Asteria:

1. Traditions and Values Party (TVP)
Leader: Hiraku Saitō

The Traditions and Values Party is a major offshoot of the Shukotai Party. However, Mr. Saitō announced the name change saying that this new party is meant to reflect his personal views on how Asteria should progress as opposed to those traditionally associated with the party. Many of the members of the TVP are his personal allies and former members of the party.
Platform: Heavily Religious, pro-Commonwealth supportive, supports closer ties with Mobius and Baunair, pro-proselytization, Big Government

2. The Holy Republican Party (HRP)
Leader: Chihiro Tsunoda

The Holy Republican Party is made up of religious individuals who are more progressive in terms of democracy. They argue for a new generation of leaders saying the old guard is corrupt and cannot be trusted. The HRP is made up of religious scholars to just your average Janï household mom.
Platform: Democratization, Heavily Religious, pro-Commonwealth, supports new ties with the PCG along with historical allies of Baunair and Mobius.

3. The Democratic Republican Party (DRP)
Leader: Hinata Yamazaki

The Democratic Republican Party is declaring themselves as the opposite of the old order. They are completely democratic, anti-Janï State, anti-commonwealth, and secularists. They want to tear down the old system entirely. Mr. Yamazaki is an Asterian living in the PCG who is a member of the opposition (although not a particularly high level one), he was the first to claim that Party name and has branded it as the sole legitimate opposition to the old order.
Platform: Democratization, less government, secularist, anti-commonwealth, supports the PCG

4. Conservative Libertarians (CLI)
Leader: Shun Fukui

The Conservative Libertarians consider themselves religious but also anti-Big Government. Mr. Fukui is arguing for a smaller government in terms of economic policy but for religion to play a central role in deciding the moral foundations of the country.
Platform: Liberal economy, less government, religious, pro-commonwealth, supports Baunair, PCG, Mobius

5. Workers Revolutionary Party (WRP)
Leader: Ken'ichi Fujimori

The WRP is a notably leftist party. Ken’ichi Fujimori however, has stated that the goal of the WRP is to make the country make the most decisions happen from bottom up and fight inequality. When pressed whether he supports the IWA, Mr. Fujimori says while he admires the organization for its work he would not vote to join the IWA.
Platform: Socialism, social justice, workers unions, anti-religion in government, neutral on foreign policy

6. Asterian Nationalist Alliance (ANA)
Leader: Hachirō Izumi

The ANA is a party based off of Asterian grandeur. The ANA is starkly opposed to immigration and strongly in favor of isolationism, religious nationalism, and cultural projects. The ANA is relatively neutral on economic positions domestically but does not support free trade or anything that would hurt the Asterian worker.
Platform: Anti-immigration, religious nationalism, isolationist, neutral on the Commonwealth and foreign policy

7. Neo-Naturalist Party (NNP)
Leader: Kichiro Suzuki

Claiming the mantle of the old Naturalist Party that dominated Asteria for over a century. The NNP claims to argue for international peace, environmental friendly policy, and religious liberty.
Platform: Pacifist, environmentalist, secularist, pro-PCG

8. Pacifist Party (PAC)
Leader: Hikaru Himura

A single issue Party. Stay out of the war.
Platform: Pacifism

9. Universal Communist Party (UCP)
Daisuke Ueda

The Universal Communist Party while in agreement with the WRP on many things would take things a step further. The UCP would have Asteria depart the Commonwealth and join the IWA.
Platform: Socialism, social justice, workers unions, anti-religion in government, pro-IWA, anti-Commonwealth

ELECTIONS:

After elections were held with hundreds of parties running only 9 parties made the 1% national threshold and had 1% vote in 15 of 45 cities.

These 9 parties only culminated 60% of the National Vote. 40% of the country voted for other small minor parties.
The 9 parties had the following vote tallies:

Traditions and Values Party - 160,807,500
Holy Republican Party - 72,843,750
Democratic Republican Party - 71,898,750
Conservative Libertarians - 32,392,500
Workers Revolutionary Party - 24,307,500
Asterian Nationalist Alliance - 24,071,250

These proportions gave each Party the following number of seats:

Meanwhile, each city is going to the polls to vote a second round.
The TVP is running again in all 45 cities.
In 22 cities the HRP is running against them but they lost all 22 elections to the TVP.
In 18 cities the DRP is running against the TVP and they win 8 of the elections in Heishin, Tiajing, Fukyo, Chiyodo, Suboshi, Heino, Wareta, and Minori.
In 5 cities the ANA is running against the TVP, all five cities are in the interior of the Northern Reaches but they lose all 5 in the second round.

Therefore the regional seats are distributed as follows:
Traditions and Values Party - 216
Democratic Republican Party - 60

Therefore, the overall seats are:

Seeing you only need 208 seats for a majority in the Kokkai, Mr. Hiraku Saitō is elected the first President of the Commonwealth of Asteria despite only 22% of all voters voting for him. He controls 64.6% of the Kokkai and has appointed Tōru Sato as the first Kaicho of the Commonwealth.

The voting went as follows:

ROUND 1:
Mr. Saitō - 311
Mr. Yamazaki - 95
Mr. Suzuki - 9

ROUND 2: Unnecessary

As the first order of business he has appointed to the High Court 5 Justices:
Kohaku Serizawa (age 84)
Masahiko Yoshida (age 76)
Shouta Shinoda (age 77)
Ryōichi Honda (age 101)
Daichi Mori (age 71)

Then he formed the Naikaku with the following seven bureaus:
Ministry of Foreign Affairs - Yoshiro Takahashi
Ministry of Education - Mika Ito
Ministry of Environmental Affairs - Noburu Kawasaki
Ministry of Infrastructure Development - Sota Okabe
Ministry of Treasury and Economic Affairs - Shinobu Izumi
Ministry of Defense - Nobutoshi Tanakai
Ministry of Health - Li Wu

Each Bureau is headed by the above Daijin.

Meanwhile in the newly built Kokkai chamber, parties were allowed to affiliate themselves as government, opposition, or neutral. The largest government and opposition parties would sit on the wings while the neutral parties from largest to smallest with largest being closer to government would sit down as well.

From left to right they sit:
Democratic Republican Party - 84
Workers Revolutionary Party - 8
Universal Communist Party - 3
Pacifist Party - 3
Neo-Naturalist Party - 6
Asterian Nationalist Alliance - 8

Since Presidential candidates can’t also be on the list for the Kokkai, each party in the Kokkai chose a new leader:
Yousuke Abe (TVP), Kaede Kita (PAC), Ryū Okamoto (NNP), Kazuya Sato (ANA), Naruhito Minami (CLI), Hayato Fujiwara (HRP), Nobutoshi Kawakami (DRP), Shōhei Miyazaki (WRP), Hiroki Amano (UCP)

The Presidential Candidates still play an influential role within the Party with many of them establishing party headquarters and becoming the party chairman who is in charge of campaigning and trying to find talent to run for the party later on.

Then President Saitō had to appoint 45 Chiji for the local cities and through negotiating away certain governorships and local Kaicho positions he solidified the following composition:
Chiji:

4 ANA
4 HRP
3 DRP

Local Kaicho:
21 TVP
13 HRP
7 CLI
2 DRP
1 NNP
1 WRP

With local governments in place and much of the key positions filled President Saitō was ready to lead his country into a new era.

President Saitō has won re-election in 4968.

However, seeing the lack of international support he tried to pass a Constitution amendment to reestablish the former system of governance.

Ichiji Seijin Matsushita however, refused to support the amendments.

President Saitō’s popularity dropped dramatically but attempts to remove him failed as he controls a large majority of the Kokkai.

The DRP which has 109 seats (the TVP has 247) has become the effective opposition for Mr. Saitō and have painted him as a dictator.

However, largely due to the intervention of Ichiji Seijin Matsushita, the country remained stable. Unfortunately, Matsushita passed away in 4970. Akira Minami became the new Ichiji Seijin and seeing violence in western Asteria having emerged only after less than a decade of the regime loosening its strength on power decided to authorize Mr. Saitō’s Constitutional changes effectively destroying all democracy in the country.

Term limits were abolished and heavy voting restrictions were put in place and martial law was declared on the western parts of the country.

In response 45 of the members of the DRP and 7 members in allied parties decided to leave the Kokkai and call for revolution.

Thus the Communist Party of Asteria or Kyōsantō can into fruition. The rebellion quickly established their dominance in southern Mongolia and Nirvan with brutal fights with the military.

Outside observers found that roughly 20% of the country supported the Kyōsantō and another 20% had mixed feelings.

However, the government of Asteria had far more manpower, support, and technology and were certainly going to overpower the Kyōsantō without outside assistance.

But then Ichiji Seijin Minami passed away a year after becoming Ichiji Seijin. It was 4971 and Yasu Honda became the 9th Ichiji Seijin of Asteria and resolved the reunite the country and stop it from completely falling apart.

Violence was increasingly rising and many wondered whether the country would fall into total civil war, one side would completely obliterate the other, or if a peaceful solution would be found.
