TRAGEDY IN CHILE

In a shocking move, the Jewel of the Pacific, the Chilean capitol of Valparaiso, has been leveled by the Ceonian Star Armada on the order of Emperor Astor. Millions have perished, and the entire city has been wiped from the map. Nothing remains except smoldering ruins. While the fleet was careful to avoid indiscriminate bombardment (mainly for environmental reasons), the city was leveled by a series of hundreds of precision shots. Soldiers outside the city killed anyone caught leaving, and assisted with the bombardment with aggressive mortar shelling.

Ceona is in an uproar. Such wanton and extreme devastation has never before been seen in the history of Ceona, especially such atrocities against the Ceonian people.

M - I cannot believe it. I knew the Emperor was capable of great evil, but this... this is unspeakable.

H - I can't understand it myself. He clearly knew we were getting most of our support from the city, but what about the other leaders of our alliance? Did none of them make it out of the city alive? Did the heir escape?

M - No, not one. Not even the heir. The Legions were incredibly thorough. I believe they are trying to scare the people into submission, but I think this will only galvanize them against the unjust regime of Mr. Astor. I have waited a long time for this moment. The Emperor may be old, but I am even older. I know when my time has come, and this is the moment for which I was born. I am meant to save the people of Ceona, no matter the cost.

H - But Hal, we need you! You have been a beacon of hope even when all other lights seemed to go out!

M - I understand your hesitation, but I know what I must do. Rally the forces. We will soon strike at the heart of the Empire, restore the old order, and make right what has been wrong since the inception of this nation.

RIOTS IN IMPERIAL CENTER

After the devastation of Valparaiso, many citizens of the Empire have risen in outraged protest of the Astor regime. The riots have grown more and more violent in the capital, and police have found the riots nearly impossible to contain. Meanwhile, while the rebels were crippled with the loss of most of their leadership, many cells have grown far more desperate and violent than before.

Also, down south, Imperial sensors catch a brief blip at an important military base before losing all connection. Somehow, the Rebels have managed to launch a raid.

But this is no ordinary raid. While the riots distracted Imperial forces, the rebels managed to gather a very large army and storm the Maw Installation. The Empire no longer has eyes or ears down south, and many confidential projects are now in the hands of the rebels.

After the violent rioting in the north, the police brutally put down the rioters. They disappeared, but the rebels in the north have become more and more powerful as people have begun swarming to their ranks. The rebellion is gaining steam.

The federation condemns the crimes against humanity perpetuated by the imperial regime, and will lend aid and support to the rebellion against the regime.

"My Lord, the Venusian fleet is en route to Earth. Our specialists believe they intend to provide support for the rebellion through limited bombardment of our forces. What should we do?"

The Emperor frowned. This day just got worse. "Send the 1st and 3rd Fleets. We need to stop them in their tracks."

"Yes, my Lord."

Emperor Astor sat down and turned to face his viewscreen. He intended to personally command the fleet and destroy the Venusian menace once and for all. "I won't let you down, dad." he muttered under his breath. "I'll make sure they pay for what they did to you. I'll make sure they pay."

After several hours, the Ceonian fleets finally intercepted the Venusian taskforce. What Emperor Astor then saw shocked him to his very core. At the head of the Venusian fleet came the noble Posadas, formerly the ISA Geta, pride of the Ceonian fleet for millennia. Now, it led the Venusians against the Ceonians it once served. James Astor shook his head in disbelief. The Venusians had the nerve - no, the gall - to send against him the very ship his father had commanded in the Belt War when he was captured. Emperor Astor cleared his mind and took a deep breath. "I believe this is the moment we have all waited for. I want you to fire on the Posadas with everything you have! They cannot possibly withstand our might!"

Grand Admiral Renee Castello von Jubitz looked nervously behind him. "Um, my Lord? You know I have never questioned your orders before. I even opened fire on my own people. However, might I recommend a more nuanced approach? The Venusians know our weaknesses, and I personally believe they are trying to goad us into rash action. The Posadas is but one ship, but is very hard to take down. I know, because it is originally of Ceonian design. I recommend taking out the Venusian support ships first. They will be easier to take out of the fight, and the Posadas will then be left vulnerable to fighter attacks."

James Astor stood up and clenched his fists. "You dare defy me, Admiral? I am the Immortal Emperor! You serve me! I will not allow this insubordination! I hereby release you from your duties. Your captain will now command this ship, and you will be taken to the brig for your insolence. Do I make myself clear?"

Admiral von Jubitz looked stunned as he was carried away. He loudly yelled out in protest, but was soon shot with a stingray stun gun and silenced. "Now, captain. I want you to focus all fire on the Posadas. I will have my vengeance for the embarrassment of the Belt War."

The Posadas, in short, is a relic. Once formidable, the ship can only be updated so much before the inevitable wear and tear. Now, it is used primarily as a transport vessel, where its size provides a significant asset. Even more importantly, it has tremendous psychological value.

Admiral Benjamin the Wise watches as the Ceonan fleet bombards the vacated Posadas with all their might. The ship is massive, well-armored, and Admiral the Wise ordered the shipyards to pour additional metal and concrete into the holds, turning the ship into a truly immense mass (although barely mobile). The Imperial fleet has immense firepower, but the Posadas manages to “survive” as massive chunks are ripped away by cannon fire.

This frees up the vast swarm of Venusian ships to maneuver without interference from the foe, as Benjamin the Wise predicted as the battle plans were drawn up as Venus. Benjamin may be a computer, but he can’t help but feel pride in his nation. Long may the Federation fight for the freedom of all peoples.

The battle was long and bloody. Both Ceonian fleets focused all their firepower on the Posadas. Meanwhile, Venusian support ships began slowly picking off the Ceonian fighters. The Emperor stared intently at the progress of the fleet as it dismantled the Posadas, ignoring the ever increasing losses sustained by his own fleet. After 3 hours of intense fighting, a shot from the 3rd Fleet's own Imperator-class hit a reactor somewhere inside the Posadas, triggering a series of violent explosions. The Posadas' guns fell silent, and the ship was slowly picked apart by the Ceonian fleets.

It was at that moment that the Emperor realized his mistake. The 1st fleet was all but eliminated, and the 3rd fleet was beginning to take heavy losses as well. The Posadas had fallen, but at what cost? The rest of the more mobile Venusian fleet had taken its toll on the remaining Ceonian forces. There was no victory in this battle. Defeated, James Astor sank into his chair. "Retreat. Call back the 3rd Fleet. We cannot fight the Venusians, not any more. I cannot risk any more of your lives. It is over."

The Venusian fleet was able to reach Ceonian space unopposed, and began orbital support of rebel attacks. The rebels soon began closing in on the capital. With the fall of the Maw Installation, the Empire no longer had the same extensive intelligence as it could earlier boast. Additionally, it did not take long for the rebels to send the order to the remaining legions to stand down. A strange man reportedly walked into the Maw only to upload his consciousness to the main Ceonian military computer. Somehow, he was able to shut down the military command structure. It was almost as if he were familiar in that environment. Later, computer analysts were unable to find him in the computer networks, and it appeared as though he had been destroyed in the process of fighting so many advanced AI generals. Only one message remained: "I fight for all my people. - HAL"

The war was over. Rebel supporters had crawled out of the woodwork and were helping the rebels take more and more of Imperial Center.

Emperor Astor poured a glass of wine as he looked out of his window. It truly was a sad day. His own order had devolved into chaos. He had allowed his hubris to give the Venusians an advantage in the space battle. He knew it was now only a matter of time before the rebels broke into the palace.

He heard a soft click behind him.

"Greetings, friend." James said as he turned slowly around. He sipped his wine. "I was expecting you. You managed to surpass all of my expectations, and you managed to actually do it. I salute you. A feat like that is most impressive."

The rebel soldier stopped in confusion. "What? I mean, um, you are under arrest for crimes against humanity and the Ceonian people. We reclaim our home! For Ceona!" The Emperor chuckled as he took another sip from his wine. "My dear friend, there is no need for such rough talk. We are all civilized here." He turned again to look out the window. "You know, I don't know what to believe any more. I thought that the only way to have peace was to enforce it. I thought fear was the only tool worth using. I was inspired by Venus, you know. The ancient Venusians were so wonderfully ruthless. But now... I wonder if I was right?"

James Astor looked back at the soldier sadly. "I know that my time is up. I know that I failed my people. Just know that everything I did, I did for Ceona. I thought it was the right thing to do." A tear ran down his cheek. "I did it for my father" he whispered. "Even this, I do for Ceona. Ironic, isn't it? Perhaps no one is meant to truly be immortal. Perhaps I was wrong, but I want my people to be strong. I want you all to take good care of this country. Now, my good sir, I bid you adieu."

At this, James Astor, the Immortal Emperor, the Great Tyrant, the senator, and the nobleman, fell to the ground. He was dead, poisoned by his own hand. It is assumed by most experts that he simply felt he had to be in control of everything, including his own death, but those who knew him know that he simply realized that for Ceona to thrive, he had to be gone. He may have been a tyrant, a manipulator, and a criminal, but in the end he really did everything he did for Ceona.

In the first few months, the People's Republic of Ceona has reestablished universal healthcare, cut military spending by 1/6, and cut police spending. They disbanded 1/3 of the Legions. They also established a national park system with a large budget that is expected to flourish in the coming years, and increased spending on foreign relief efforts.

Truly, the people of Ceona are hopeful that the new government might issue in a golden age for the nation.

Few foreigners and most Federal citizens are unaware of the origin of the name "Universal People's Federation." In many ways, it seems to fly in the face of long-running Venusian political traditions of nationalism. Most casual observers believe that the name reflects the universalist ideology of the Federation, that all states and nations will be socialist as a result of the permanent revolution.

But if that were the case, why would the Federation be such a strong supporter of national sovereignty in nations such as Guatemala? National sovereignty would seem to be an irrelevance if all nations are, at the end of history, to merge into one socialist state. Similarly, it makes little since that the Federation would tolerate the existence of other socialist states with nary a complaint, if they are supposed to join the Universal People's Federation at some point in time - especially those states, like the Union Government, that are wholly dependent on the Federation economically and politically.

No - the name Universal People's Federation instead lies in the quirks of national reunification at the time of the revolution. The earlier, bloodier, and more prolonged revolution in the Outer Reaches had created a more ardent class of revolutionaries, who saw in their struggle the hope of all mankind, with no time to waste. Taking their lead from the Space Comrades, the people of Venus adopted the permanent revolution doctrine, with no quarter given or taken where the revolutionary struggle is concerned.

There was, however, an obstacle to the newly-minted Universal People's Federation's dominance of the leftist world - the established socialist governments of the IWA, lead by the UMC and WRT. The Venusian people, with a long history of rivalry with the Mattibeans sought any possible doctrinal distinction with the IWA governments, and settled on the doctrine of eventual unification under the UPF.

The modern Federation, centuries removed from the experiences of civil war, and with a nearly-equal period of friendship with other socialist peoples, has determined that the doctrine of universal governance is incorrect (and even if it were, recent history indicates that it would be lead by the Terran members of the IWA rather than the distant UPF). Rather than the end of history being a single socialist government, it will be a universal fraternity of independent socialist peoples, working together for the peace and betterment of mankind.

As such, the name "Universal People's Federation" no longer represents the values of the state, despite the ring to the name. The Federation does not rule out the possibility for future name changes, but for the time being, would like to be known as The Federation of Venus and the Outer Reaches. Short names include the Federation, Venus and the Outer Reaches, Venus, or FoVOR. The FoVOR renounces its territorial claims on all foreign nations, but remains committed to facilitating their transition to true and existing socialism through all means necessary.
