After negotiations between Ludovic Honoré, Secretary General of the Republic, and Gallvs Jvstinivs Appivs, Imperator of Cyon, the outlook for peace between two sworn enemies is better than ever. After the forceful overthrow and exile of the West African Imperium, the Republic and Cyon sat on extremely hostile terms, with Cyon not recognizing the independence of the Republic.

However, after negotiations between the highly supported liberal Honoré and the placatory Appivs, an idea of an official peace treaty to a war-turned-cold came within reach. Both leaders plan to meet once again in a much more formal setting to hopefully arrange an official treaty to end this bloodless standoff.

"They did what!?"

"Yes, mon duc," replied a visibly flustered attendant to the most influential patrician of the Baunairian court.

"Monsieur, refrain for once on calling me 'mon duc!' I am no true duke, but a mere oligarch in an overly abominable society of rich Baunairian bureaucrats and politicians. These humble politicians invite myself to celebrations of their re-appointments and elections. I'm nothing but rich eye candy!" bellowed the greatly distressed Vespasien Amedee, son of the great Aldric Amedee. Vespasien Amedee, the rightful leader of the West African Imperium, had spent his whole life on Mars, but had been moved as a child by his father's great love for his homeland. Ever since his father's death, Vespasien had vowed to restore the Imperium.

Taking a breath before continuing, "Now you tell me that our allies in Cyon have abandoned us in favor of an alliance with the very ones who destroyed our forefather's progeny? Let's face the music, monsieur, Cyon has abandoned us and Techabaun is apt to follow suit. We are noth..."

"Have you forgotten who you are, Vespasien?"

Startled, Vespasien Amedee directed his attention to the steely gaze of his foremost patron, Premier Jawad Tammertert. "Jawad, I didn't know you were there. I didn't know..."

"Vespasien, you have the blood of Alban Amedee coursing through your veins. Blood that guarantees your right to rule West Africa and your people. Alban, your great granduncle would be very vexed by your willingness to give up what is rightfully yours." Premier Jawad said this with such a calm voice, yet his eyes flared with emotion as he spoke, but never breaking his gaze upon Vespasien.

Vespasien stood there as if he had seen a ghost, for he practically had. Jawad had been alive during the days of Itri Alexandre, first West African Imperator, and since then had been a close friend and benefactor of every Imperator. In Jawad, one saw the light of a splendid era long gone. In a barely audible, hoarse voice, Vespasien voiced two words with a deep meaning voiced only by the sweat that seemingly ran down his face and the anxious look in his eyes.

"Frigid sanctum..."

"Indeed, my friend" and Jawad left the room.

Study of the Imperator's Summer House, Nauthet, Techabaun

In the doorway of an isolated passageway, a deep voice calls out, "Mon duc."

"Monsieur Izem." answered the Imperator as he sat at his oddly empty desk, giving off an image that he had been waiting hours for this moment to come. After a momentary mutual gaze between the two men, Vespasien stood up and walked within inches of the stony faced individual looking into the very depths of his eyes.

In a very grave manner, Vespasien spoke, "Obi eebe nfọ fire odé ifufur nma."

Pronouncing every syllable slowly and with great emphasis, Vespasien sounded like a sorcerer from a children's story, but Izem stood and never broke the gaze with the Imperator as he muttered. Despite bearing no meaning to most listeners, the man apparently understood.

With a slight nod, he left.

After the Conference on Inter-Atlantic Relations between the Empire of Brazil(making assumptions with him missing), the Cyon Imperium, and the Worker's Republic of Terran ended, the groundwork for the South Atlantic Economic and Material Cooperation Pact was laid out to be signed by all participants of the conference. The Pact encompasses the following points:

Article 1: Members of the South Atlantic Economic and Material Cooperation Pact will work on the betterment of other members by allowing the free movement and dialogue of civilians and institutions of all member nations.
-section 1- Upon approval by the domestic governance systems of all member nations via any prerequisite actions, institutions may enter into an international market made up of other foreign and domestic institutions and bodies devoted to trading resources and services.
-section 2- So as to provide human resources to an ever more emerging multinational field of business, member nations will be responsible for allowing civilians access to employment and resources in the international field. The right to revoke such privileges shall be firmly placed in the domestic political bodies of all member nations when concerning their own civilians.
Article 2: For the free flow of all trade between members, each nation shall work to eliminate the scourge of piracy and the smuggling of illegal commodities across land, sea, and aerial borders.
-section 1- Mercenaries shall be a highly condemned part of any members economy and society.
-section 2- The navies of every member nation will have the chief devotion of protecting civilians and business operations from the harmful effects of pirates and traffickers.
-section 3- Each member nation will agree upon territorial water agreements met at the Conference on Inter-Atlantic Relations. Violation of said agreement will result in expulsion from the Pact.
-section 4- No nation will actively promote or allow the free transfer of illegal goods at the land, sea, and aerial borders of all member nations.
Article 3: All member nations shall additionally devote themselves to the protection of other members in the case they are victim to international aggression.
-section 1- No nation within the Pact may bully, threaten, or assault another member with military, economic, or covert elements at their control.
-section 2- Member nations are not obligated to aid a member that is victim to domestic unrest, unless foreign actors are responsible.
-section 3- In the case any member nation is assaulted by foreign forces, all members shall come to the unrestrained aid of the victimized nation.
-section 4- Military access to another nation shall not be a required action, but is an option that can be agreed upon by consenting nations.
Article 4: Member nations and their civilian and business subjects will be held accountable by the International Court on Justice and Trade Conflict which shall act as a mediator of any potential threats to stability and peace in the South Atlantic.
-section 1- The International Court will hold jurisdiction over international issues between all member nations.
-section 2- The International Court may not intervene in the domestic justice systems of any member nation.
-section 3- The International Court shall hold the following key responsibilities:
1) Prosecuting any government for violating the above or below sections.
2) Appointing appropriate punishment for irresponsible nations and multinational criminals.
3) Resolving territorial and trade disputes of member nations and participating entities.
4) Watching for reckless disregard for rules made by the Pact or member nations.
-section 4- The International Court may not be disbanded.
-section 5- The International Court will be equally funded by all member nations.
-section 6- Punishment of nations and business entities will be carried out by other member nations while civilian punishment may be carried out by the Court as long as violation of domestic law does not occur.
-section 7- No member nation may withhold information during an International Court Investigation.
-section 8- An investigation by the Court shall be carried out on a member if the other member nations approve of the action.
Article 5: Ascension shall be reestablished as a center of trade and international administration.*
-section 1- Member nations shall jointly fund the reconstruction of the ports and and shuttle stations established during the first building of the trade island.
-section 2- Cyon shall remove all military units from the island as well as the banning of any other military assets of other nations.
-section 3- The Island shall cease to be a colony of the Cyon Imperium, but will become a trust territory of the Cyon Imperium. The waters surrounding the island will serve as international waters accessible by any nation wishing to trade at the island.
-section 4- As well as serving as a base of trade operations, the island will be home to the International Court and other trade oversight bodies.
Article 6: All legislation governing the Pact may be changed with agreement from all members. Nations may apply for membership in the Pact.**



*Ascension was largely abandoned after hostilities between Cyon and West Africa threatened to turn the island into a war zone. Since then, Cyon had largely militarized the island with resentment from ICNS member states.
**It doesn't matter if you aren't in the South Atlantic or not. The name is just pointing to where it originates. Additionally, the name can easily change.

After the recent political events in West Africa, many in government and politically active entities began to look further into the quality and stability of government. More importantly, this attention has centered on the state of the bureaucracy and its long term performance. While the bureaucracy has served the needs of the nation sufficiently up until now, socioeconomic and political changes have brought forth internal conflicts in the bureaucracy. Certain agencies, including the Communal Asset Management Agency and the National Endeavor on Space Exploration, have severely bloated in size while others have begun to come to contradictory goals with other agencies. The result has been an internal struggle between several agencies and an inefficient use of resources on bloated agencies.

This reality of political decay was brought to the forefront of the politically active community after the recent unsettling political events. These same groups, in turn, pushed for the government to issue reforms of the system. Change was short in coming until Adebola Franck lost his bid for a second six year term for Secretary General in 4530. His victorious opponent, Èva Joffrey, running on a campaign of socialist reform and revival, easily outran her counterpart in receiving the plural vote. Apart from Èva, Sylvianne Mamadou ran a campaign founded on structural conservatism and acceptance of non-socialist fringe groups. However, in the end, Èva still one the vote by a landslide.

After winning the Secretary General elections, Èva set about tacitly establishing her political control in the Supreme Council and among the general populace of the nation. Within the year, Èva proposed her plan for government reform. The reforms would slightly adjust the structure of the People's Council and restructure the bureaucratic field. Here's a few references as to the nature of the old government and the nature of Èva's proposed reforms:

The People's Council
The council is the key voice piece of the people and exercises much of the democratic power. The council is divided into several levels: The People, Community Council, Regional Council, and Supreme Council. Each level, except for the People, are made up of commissioners who are voted in by the level directly below them. The People vote in the Block Commissioners who make up the Community Council, the Community Councils vote in the Regional Commissioners who make up the Regional Council, and the Regional Council votes in the Supreme Council. The People's Council conducts public administration and, during times of need, exercises power over the making of needed laws. Commissioners are the voice of the people and head political affairs on a local level as well as a national level. In total, there are 51 Supreme Council Commissioners, 2,601 Regional Council Commissioners, and 132,651 Block Commissioners. Each Commissioner serves for three year terms but may be voted out at any time by the level right below them that voted them in. In the Supreme Council, matters of national administration are brought up. Additionally, there will be a Supreme Council Chairman who will be the 51st member of the council. He or she will act as a tiebreaker and will work very closely with the Secretary General.


Èva's reform would involve alteration of the nature of the People's Council. The Council, under the reforms, would resemble a democratic system similar to that of the current Westminster Parliamentary democracy of the UK.

First and foremost, the reforms would bring forth the use of centralized political parties capable of bringing uniformity to the respective council to which they have members. Secondly, it would clarify and further define the general nature of the whole Council. Here's how it would take shape:
1) A system of political parties would be instituted, with every councilman or woman being a part of a publicly announced political party. The written rules of the party structure are minimal, due to a variance in party location and size.
2) To run for community councilman or woman, the individual in question must receive a nomination from a member of a party who has the stated right to grant nominations. This right to nominate depends upon the party's preference. Depending upon size, it could be determined by the chief party leader or by someone else in the party given that right to nominate.
3) The chief political party leader will be chosen by implied democratic means but isn't required to be.
4) In every party, the nominating authority has the sole right to withdraw future nominations to recalcitrant councilmen or women, therefore bringing accountability to the party leadership. This makes lobbying of the party harder as one would have to convince the chief leader since all councilmen and women will nominally vote for the interests of the party leader.
5) During the community council's election of the above regional council representative, every party in the community council will issue a single nominee to be voted by the whole community council. This nominee is nominally chosen by a proper party authority after internal party deliberations. This process would repeat up to the election of the Supreme Council.
6) Finally, the appointed Supreme Council would select it's Council Chairman and establish a government. The top two parties will nominate candidates for the chairman position, with a vote by all supreme councilmen and women giving the position to the individual with the most votes. If the top party's candidate is voted for, the Supreme Council is considered to have a Majority Government. If the second largest party's candidate is chosen, the Supreme Council is considered to have an Opposition Coalition Government.
7) The Supreme Council Chairman is given other responsibilities unique to his or her position. The Chairman will serve as tiebreaker, conductor of Council activities and votes, as well as the aid of the Secretary General.
8) The Secretary General is exempt from the required party nomination, but can still be a member of a party.
9) Èva also set about trimming down the Republic Constitutional Charter, which outlines the specific powers and constitutional laws of the nation. This, in effect, reduces judicial review, making the passing of laws much more independent of court intervention.
10) Lastly, this reform would go into effect during the next formal election.

The Proletariat
The Proletariat is the institution that protects the workers. The purpose of the Proletariat must not be confused with that of the Council. The Council is assumed to be composed of Worker's who earn their true political rights through their assignment of work, while the Proletariat is merely the internal structure of the work structure. All Proletariat-run economic assets recieve their own charter from the Presidium(described below) which provides an exact leadership structure. Each Proletarian grouping is typically run by a Worker's Assembly that then votes for a leading council to run and expand the grouping. The Working Council would also use its position to work with government officials to achieve the best possible working conditions.


The Proletariat would be predominantly unchanged in the reforms, but rather vocally praised by Èva.

The New Presidium
It is made up of the Secretary General, the Minister of Internal Peacekeeping, the Chief Inspector, the Orbital Commandant, the Chief Diplomatic Secretary, Minister of Finances, and the Minister of the Borders.

The Secretary General will no longer be appointed by the Supreme Council but will be voted in by popular vote. He will continue to act as head of all military forces. Additionally, the Secretary General will now act as the Head of State and can now issue government mandates. A government mandate is an explicit command by the Secretary General that can be sent to a bureaucratic agency or commission. Government mandates may be vetoed by the Supreme Council.

The Minister of Internal Peacekeeping is the head of the Republic Peacekeeping Forces(police force) and chairs the The National Peacekeeping Oversight Commission. He advises the Secretary General on matters of civil stability and operates the chief actions of the Peacekeepers. The Minister works his way up the ranks to this position.

The Chief Inspector is the head of The General Inspection Agency and acts as the adviser to the Secretary General on Bureaucratic Affairs. The Chief Inspector is a key translator and communications aid between both the Presidium and the Bureaucracy. The Inspector is voted into his position by the Supreme Council.

The Orbital Commandant is the head of The National Endeavor on Space Exploration Agency. The Commandant instructs the space assets of the Agency and answers directly to the Secretary General. The Commandant is appointed by the Secretary General.

The Chief Diplomatic Secretary is the key adviser on diplomatic affairs to the Secretary General. The Secretary climbs up the ranks of The Foreign Civil Service Agency, which he heads. He answers directly to the Secretary General and can be fired by the Secretary General. A 2/3 vote from the Supreme Council can overturn the fire of a Chief Diplomatic Secretary.

The Minister of Finances is in charge of where government funds and resources may be allocated. He heads the Collections Department, which is strongly under the control of the Presidium. The Minister is voted in by the Supreme Council and is the last major tie keeping all bureaucratic institutions in line with public interest.

The Minister of the Borders is head of the The Borders Protection Agency and watches over the entry and exit of individuals. The Minister works up the ranks and shares valuable information with the Secretary General on matters of national security.


Under the reforms, the Presidium would be dismantled and deemed as obsolete. This decision is due to the proposed merging of the Presidium into the reformed bureaucracy’s Board of Directors(detailed under the Bureaucracy).

National Proletariat Expansion Administration
The National Proletariat Expansion Agency was formed with a new objective: To effectively hire individuals based on merit and to aid Proletariat Groupings in finding able workers to help satisfy their goals. The NPEA would put all citizens on a database that summarized every individuals skills, educational level, age, location, and interests. With this database, officials would then be able to assign the job seeking individuals to Proletariat Groupings that had made requests for more workers.

Terran Institute
Heads all technological projects of the Republic. Projects are funded by the Collections Department and usually aim to increase to standard of living or the survival capabilities of the people and the Republic. The Institute has considered numerous times on working with the international community to vamp up the technological progress.

The National Educational Policy Application Agency
Encompasses the union of all teachers and other educational administrators. Also works in hand with the Terran Institute and foreign educational institutions. Manages the curriculum of the educational field within the Republic so as to meet all legal requirements set by the People's Council.

The National Utilities Commission
The NUC operates key utilities such as plumbing and heating and their distribution to the citizens of the Republic along with all consuming entities of said utilities.

The National Energy Distribution and Production Commission
The NEDPC produces all forms of electricity and distributes it for use to direct consumers while most goes to the National Utilities Commission for use by citizens.

The National Healthcare Union
The National Healthcare Union is very similar to the National Educational Policy Application Agency. It encompasses a massive union made up of all the members of the healthcare field. The National Healthcare Union also works very closely with the Terran Institute on the application of up-to-date methods in healthcare as well as providing statistical information from its own duties for the use of the Institute. Of course, its most crucial duty is to provide free, effective healthcare for all of those who need it.

The General Inspection Agency
The General Inspection Agency serves as the key vocal piece between the Presidium, the Supreme Council, and the Bureaucracy. It's main duty is to reduce confusion over actions of individual groups and to make coordination a viable option.

The Communal Asset Management Agency
The Communal Asset Management Agency is the chief administrator and distributor of government property such as houses, minor transport devices, and all other parts of the free living package, excluding utilities. All assets are produced by the agency and will go into service for the citizens of the nation but will never be truly owned by the individual. Upon death or disuse of the asset in question, it will be returned to the direct ownership and management of the Agency.

The Borders Protection Agency
Operates all active border check points both on land and sea. Watches over questionable individuals who show signs of being a threat to civilian or national security. Has authority along with the Foreign Civil Service Agency to issue permits to leave or enter the nation. The Agency may also forcefully expel any member of society with permission from the Secretary General.

The National Peacekeeping Oversight Commission
Serves as the administrative board of the peacekeeping force in the nation. Has power to authorize investigations on subjects of interest with a warrant from the Supreme Council Chairman.

The National Labour Union Guardian
The National Labour Union Guardian is the chief guarantor agency of fairness in proletariat practices. The guardian agency holds individuals in all proletariat groupings, including bureaucratic unions(healthcare, education, etc.), that work closely with the worker assemblies on matters that include their rights as workers, voting powers, and worker outreach programs. These officials are seen as the experienced individuals who can answer most if not all questions. Additionally, the Guardian helps create Proletariat Charters that will define the internal laws and rules of the groupings. Overall, the National Labour Union Guardian plays an indispensable role in worker protection and aid.

The National Endeavor on Space Exploration Agency
The Space Exploration Agency is a facilitator of early government efforts to go into space and to expand current infrastructure and assets so that future space interests may be pursued. The Agency owns all space related assets and uses its designated funds to expand these assets. The Agency works very closely with the Terran Institute on research and statistical information.

The Foreign Civil Service Agency
The Foreign Civil Service Agency employs all diplomatic and security personnel needed in overseas diplomatic operations. The most experienced diplomats and security personnel will have the opportunity to work their way up the ranks to help advise the Secretary General on decisions in Diplomacy and the placement of FSOs.

The National HyperWay Operational Management Commission
The NHWOMC runs the National HyperWay and guarantees that it remains in peak condition. Rates for certain services are decided by the Commission's Leading Board of Directors. These rates adhere to a strict set of rules defined by the Supreme Council so as to limit abuse of power by the Commission.

The Inter-Regional Trade Oversight Agency
The Inter-Regional Trade Oversight Agency has the responsibility of ensuring fair trading practices between the Proletariat Groupings of the nation.

The Election Oversight Commission
The Election Oversight Commission is a non-biased institution devoted to providing election facilitating services such as vote counting, debate coordination for Secretary General elections, and voting station operation.

The National Archive Preservation Commission
The National Archive Preservation Commission holds all information related to the bureaucratic agencies and commissions. It also possesses the civilian database and updates it bi-annually. Select information of the Archive can be accessed by certain individuals based on special permission or the right to access entitled with their position. No individual may access all information, except for the Secretary General in the case that the National Crisis Monitor hits the Full Scale Defense level.

The Public Interest Commission
The Public Interest Commission publicizes all publicly acceptable information and statistics from the bureaucracy in a publicly accessible database. It also works to promote government transparency so that the average civilian can tell what members of government are trying to do.

The Environmental Asset Records Agency
The Environmental Asset Records Agency serves as the steward of all environmental assets such as national forests, mineral rich regions, etc. Its main duty is to protect public lands and guarantee legal practices by Proletariat Groupings and the people in their dealings with natural resources. (Think DNR)

The Government Ethics Office
The Government Ethics Office makes sure that no government agency, commission, elected body, or other government entity is infringing upon the legal bounds or rights of another entity of government. The Office also guarantees equal and legal treatment of all independent news agencies in their efforts to legally publicize government actions.

The Commodity Consumption Commission
The Commodity Consumption Commission makes sure that all Proletariat Groupings that provide a service or good are following laws and rules on quality of their product.



Now, the new list of bureaucracies. I will provide the functions and details of the agencies later on.

These new, and old, bureaucratic agencies and bodies are all headed by Directors who serve for unspecified terms. These Directors come to their position by meritocratically ascending up the ranks.

Together, all of these Directors, as well as some lower-ranked Director Minors, make up the Board of Directors. The Board is headed by the Secretary General who can call upon meetings with the Directors on matters of importance to the Secretary General. Most importantly, the Secretary General is the sole responsible individual for the granting of Agency Objectives. An Agency Objective is a mandate from the Secretary General clarifying what their mission should be. For example, the Secretary General may give an Agency Objective to the Terran Institute Director to research technologies that will strengthen the nation’s infrastructure.

There may only be a Primary and a Secondary Agency Objective given at once. The Primary one will be the most important one to pursue while the Secondary may be pursued if possible. This has exceptions with certain agencies, like the Terra Republic Armed Forces.

Most vitally, however, the Directors serve as advisory and informational figures for the Secretary General and aid him in policy decision making.


The above reforms, by law, had to be passed with a ⅔ majority in the Supreme Council as well as a majority yay vote in a national referendum. Luckily for the Secretary General, the reforms were greatly supported and passed with ease.

With the reforms going through government and passing by national referendum, Èva Joffrey and others in government called for an new election for both the People's Council and the Secretary General that would use the changes in the referendum. The resulting election was highly successful for the Terran Socialist Party and Èva Joffrey, who ran for a renewed six year term. Here are the final results:

The results of the 4533 elections were extremely successful for the Terran Socialist Party, which managed to obtain 2/3 of the Supreme Council and the Secretary General position. Needless to say, the Supreme Council Chairman would be appointed by the Terran Socialist Party with ease. The second most powerful party, the Liberal Reform Party, at a meager 7 seats, stands at an unsteady place with the other opposition parties standing at odds with their democratic party.

Terran Socialist Party - Stands for maintaining the current system of democratic socialism. The party's more radical members call for strengthening the military and promoting international socialist movements while the more moderate members have taken a more development-minded approach to national policy. Secretary General Èva Joffrey is a vocal supporter of building up the military and taken a more vocal role in world politics.

Liberal Reform Party - The Liberal Reform Party is much more democratic in nature and wants further reform of the bureaucracy and the People's Council. In the party's opinion, the bureaucracy is too vast and comprehensive, spending immense amounts of money on the running of the agencies. The Liberal Reform Party has called for cutting the military down a few sizes, but supports the Terran Socialist Party on ridding it of Venusian ware. The Party also supports international involvement but mainly for economic rather than geopolitical reasons.

West African Nationalist Party - The West African Nationalist Party receives most of its supporters from the old Guardsmen members and supporters. The Party has called a complete overhaul and reduction of the bureaucracy, which it sees as a scourge to the people of West Africa. Furthermore, the party avidly supports the assertion of the West African state in international affairs. It sees the military as inefficient and equipped with scummy Venusian equipment. The Party vocally shows their distaste of the Republic's ended intervention on Venus, but ironically, thinks that the Empire of Venus should be forcefully overthrown.

Communist Party of West Africa - The WACP is a combination of the nationalist and xenophobic feelings of the nationalists and the idea of total communism. The party has been a discrete advocate of national, and international, revolution. At this point, the party is almost pure ideological based and cares little about the promotion of national policy. Oddly, the party sides more with the West African Nationalist Party than the Terran Socialist Party. The harshest critics of the Party have labeled it as fascist, labels that are based on previous experience with the SoNaCo on Venus.

Monarchist Party - The Monarchist Party, and its one Supreme Councilwoman, have been advocates of the restoration of the Imperium or a form of Venusian-style monarchism. The Party cares little about policy, and have been very vocal as of late with their political philosophy. However, the backlash has been severe towards the party, with close to ten amateur assassination attempts on the Monarchist Secretary General candidate, Clément Michèle. Furthermore, several minor protests by the party's supporters ended in brawls between socialists, nationalists, and monarchists.

After long planning by the Armed Forces of Terra and the Secretary General throughout numerous Directorship meetings, the Worker’s Republic of Terra has finally arrived to an agreement on a gradual, yet massive update of the current forces of the nation. As per the agreement, the military will completely change it’s current state as a massive, poor quality military into a smaller, higher quality military.

This agreement came after immense political pressure from the majority of nationalist and socialist politicians in Conakry. For Eva Jeoffrey and her socialist supporters, the move to update the Forces had been of critical importance for three crucial reasons. First, the original structure of the military was poorly equipped, trained, and managed. Secondly, the military was massive and consumed immense amounts of monetary and political resources. And lastly, the military was almost entirely comprised of Venusian weaponry, a major insult to nationalists in the Republic, especially with the wave of anti-Venusian rhetoric that swept through the nation after the Venusian intervention incident.

The agreement reached by the Directorship involves the transition of the military through three key phases to occur over a period of just more than a decade. The primary phase involves the construction of military asset production facilities by the National Resource Production Syndicate. The facilities, which will employ several hundred workers, will construct weaponry developed by the UMC and Republic’s co-development projects. The production of this weaponry, upon the completion of the needed infrastructure, will make up the second phase.

The third and last phase will involve the replacement of the current military units deemed as defunct or obsolete with the newly produced ones. This will gradually take place so as not to create defense weaknesses or potentially cause a massive micromanaging mistake. Current weaponry to be removed will be either destroyed or recycled for use in the factories producing our new units.
