Welcome to the thread of the League of United Terran States at Cairo. Also known as the Cairo League, the League of Terra, or just Cairo.

Mission Statement:

The League of Cairo is an organisation designed to create a forum for international discussion on the planet Earth, as well as the enforcement of Terran sovereignty and administration of international law. Every Earth-based nation may take part in the Cairo League unbound by its decisions, but interested nations can officially join the organisation for more power in exchange for promising to abide by Cairo administered laws.

The League meets in the Crystal Pyramids in the precinct of Giza in outer Cairo. Here, in the hollowed out and renovated Great Pyramids, representatives from Earth nations can meet and discuss international affairs.

Every nation on Earth can send a representative to Cairo.

Countries may sign up for Membership to acquire an extra representative. Members are bound by the rules decided on by the organisation.

Members of distinction gain access to the Security Council. Members of the Security Council promise to uphold the decision of the council either directly or indirectly. They are powerful members of distinction, or those who have provided substantial support to Cairo, or those who have pledged troops and resources to the cause. New Security Members must be nominated and agreed on by previous security council members. Due to their commitment to the Earth, they gain an extra representative.

International Government

The Forum: Every Earth-based nation is welcome to attend the Cairo forum. No Earth nation will be banned from the Forum floor. This is a place for all people of Earth to meet and discuss.

The Senate: Every Earth-based nation is allowed to participate in the Cairo Senate, unless explicitly forbidden from doing so. It does not matter if that nation is part of the Cairo League or not, a nation that qualifies as Earth-based may send representatives. Nations qualify as Earth-based nations if:

1. Their capital and a significant portion of their population is on Earth. OR
2. Their capital is off-planet but the majority of their population resides on Earth

Senate votes are initiated by Security Council members by typing a proposal followed by the words INITIATE PROPOSAL in big red letters. When initiated, a 48 hour vote cycle immediately occurs. At the end of the cycle, the votes are counted by the initiator and the motion either passes or fails. If less than half of the senate members vote during this time, the vote will be rejected automatically, and can be resubmitted 48 hours later.

Unless stated otherwise, all rulings only bind full-fledged League members and Mobius.

Member Types:
-General Earth Representatives have 1 vote. ANY Earth-based nation may send an Earth representative, even if they have not signed on to the League and are not bound by Cairo agreements. These are the "General Representatives."
-Cairo Member Representatives have 2 votes. Any General Representative may become a Cairo League Representative by agreeing to abide by Cairo League rulings.
-Security Council members have 3 votes. Security council members are members of distinction who have also been voted into the security council.
-Mobius has 3 votes, and its vote break ties.

Bill types:
Unless a law falls under the explicitly stated categories, it is not valid and may not be passed.

Type A: Peacekeeping and Disaster Relief Bills
Type B: Bills regarding the Rules of War
Type C: Bills Retaining to the use and Deployment of the League Defense Force
Type D: Bills to change internal Cairo rules and operations. May not expand powers of the Cairo Senate.

Type Z: Expansion of Power Bills. Requires 2/3rds supermajority of voters. Expands the power of Cairo, allowing new types of bills to be passed.

Type: DEFEND EARTH!: Press the big red button and sick all of Mobius on someone. Must target outworlders. Requires 2/3rds majority and Mobius council has a collective veto.

The Court of Cairo:

This is a voluntary court that can be used as an alternative to war. It may be used by any Earthy-based nation.

In the outbreak of international crisis, such as territory dispute or international crime, Terran powers of any sort may appeal to the Court of Cairo. All sides on the dispute must agree to judgement by the court, and will then be bound to its ruling. On agreement to trial via Cairo, the disputing members must nominate a panel of three impartial judges, similarly to nomination of combat judges. The judges will then rule on the international Crisis. If judges can not be decided on, then the two disputing factions can either chose to have the Council assign judges, or drop the case from Cairo altogether.

The ruling of the judge will be enforced by the League of Cairo.

-250 billion CC yearly from the Mattibean Union
-760 billion CC yearly from Mobius
Total: 1.01 trillion CC yearly

--30% for league upkeep
--30% for yearly support
--20% to the Disaster Relief Fund (~200 billion yearly)
--15% to the Development Fund (~150 billion yearly)
--5% to the Research Fund (~50 billion yearly)

Cairo Disaster Relief Fund
A fund for the relief of international disasters. Its use must be authorized by League vote.

Cairo Development Fund
A fund used to provide grants to increase the industry and economy of new Earth based nations

Fund Level: 7.5 Trillion CCs

Cairo Research Fund
A fund used to finance joint research by the League of Cairo

I would caution the NP's of earth against membership of this organisation at present.

The reason is such. This is the same type of organisation that the wider international community is attempting to see implemented, only this one is exclusionary to that wider international community and establishes an undemocratic voting system in which the NP's again are diminished in their influence.

Basically, because the wider international community wants equal representation for all, they have seen fit to exclude those who would have seen them treated equally alongside all other nations.

You will not be equals in this system and so I advise you not to be coerced into what is clearly a ham-fisted power-grab, which seeks to negate any possibility of you being allowed your own truly democratic voice.

I understand your concern, but this is a somewhat different organisation to the the new IUN (The galactic UN maybe? GUN? I like that one lol). We started passing around drafts for this organisation before the GUN discussion started, and did not feel that the creation of that organisation would satisfy the same sets of needs. The nations of Earth need a proper organisation to discuss Earth affairs and create international law. Earth is an important, independent planet, and its members deserve a place to engage with each other.

Frankly, its a ridiculous assertion that this is a power grab. Only official members of the League are bound by the rules decided here, and literally anyone on Earth gets some representation even if they are not bound by the rules decided on by the League. There is a tiered voting system, however it is based on contribution to the organisation, not overall power. If an NP joins as a member, they get 2 votes as any other member. If an NP contributes kit and cash, then they are just as eligible for security council status as an SP.

Finally, while it is true that some nations get more representation then others, this was kind of needed to ensure that Cairo has its defining factor: teeth. Lots and lots of razor-sharp teeth. The founding members have all pledged forces, cash, and political capital to enforce the decisions of the Senate. This means that through participation, both lower-contribution members and little-contribution participants gain the ability to sway policy that will be enforced by some of the most influential groups on Earth. Frankly, I think its a pretty good deal.

As Prime Minister of Mobius, I'm pleased to announce that the Mobius Council approved the measure to join the League of Cairo, and to put the city under League control. We are happy to hand over our former capital to all of Earth to use to better the cause of peace.

Jon, unlike what you're thinking, membership in Cairo does not prevent membership in the new UN type organization we're thinking of starting. This is a more localized organization, with a different purpose and resources.

You can have three votes, if you become part of the security council.
