"Thus, I call upon you to cut the SSC's funding from areas traditionally used to oppress the populace while retaining the potency of those sections which can be used to export the revolution and keep it safe from external threat."

"Additionally, in line with our new socialist principles, I call for a transition from required military service espoused by the Empire. All ought to serve the state, but in a manner of their own choosing. While all citizens ought to join the militia, we should form Conservation and Public Works Brigades, so that the pacifists of our movement might enjoy the state-building unity of armed service, but in accordance with their own values and ideals at great savings to the state. We can select a small number of volunteers for militia service, enabling a far better-trained force. And with these savings, I would further suggest the establishment of a permanent armed standing body to further the cause of revolution."

The budget bill, with those suggestions, is agreed-upon and passed. With most social programs from education to welfare being delegated to the provinces, the military is the single largest part of the Federal government's spending, which therefore takes a very small fraction of the total GDP.

Your state isn't run by the people, it's run by an upper class of bureaucrats, but fair cop. Edit to "literally any form of community service" and stick it in as part of graduation requirements for HS.

So, there are some that argue that consistency in a series is important, but even the most vehement enemy of plotholes and mischaracterization is forced to admit defeat when confronted with the Belgrana Girls series, which has been running for centuries under over a dozen different authors.

The original book was written before the Second Imperial Period by a former SSC agent, a retired grandmother who wanted some positive role models for her granddaughters, Venusian literature not having cast off bourgeois sexism fully by that point and lacking many of these strong female figures. This being Venus, the positive role models were some young girls in their early years of high school who, after attending their sports practice and student council events, would fly around beating up incompetent foreign spies - generally Mobian - and saving the planet. These girls were named Stacy and Millie, and were clearly analogous to the SSC and Militia, the historic pillars of Venusian security.

Upon the death of the original author, her estate granted the copyright to the State, but after a few years the works entered the public domain. However, the Empire (for by this point the Civil War had come and gone) still had the authority to designate the "canonical" books in the series. The fandom, however, generally recognizes the Roario von Vincena "Russia" arc as generally canonical despite the lack of official designation, and certain fractions of the massive readership will read the non-canonical books if a prominent author puts it out. Around this time, a third character, Nellie, was added, representing the knights and nobility. The works at this time also acquired a strong anti-Mattopian tone. The girls in books of this period were no longer on Venus, but in Mattopia, escaped from a hellish factory where they were forced to lay eggs for the consumption of high-ranking communist bureaucrats.

This was, understandably, not a good look when the Federation came to power, and Nellie was swiftly and brutally murdered by Stacy and Millie in The House on Lenin Lane. Shortly afterward, a controversial reboot turned the two girls, formerly sisters ranging in age from 12-17 into a young married couple, as the Culture Commissariat sought to completely smash the influence of the church over the bedroom and reduce backwards attitudes. A series of sharp young writers took the reigns in the reboot and successfully navigated the rapids, and the new, older, Stacy and Millie serve as a role model for the diverse community of the Federation, serving as a symbol of tolerance for the gender and sexual minorities of the planet.

These days, they serve a variety of roles - union organizers in serf-dominated Pacifica, assassins trying to kill reactioanry Chinese nobles, industrial spies for the communes against Cooperative business - but they always stand for the weak and downtrodden. They have children of their own, Stacy and Millie Jr (the writers refused to give the children new names) who follow them along on their adventures, and have their own, smaller and safer quests ridding their neighborhoods of injustice while their mothers fight on the international scale.

The upcoming books, The Duel on the Roof of the World and The Tibetan Tussle promise to tell the dual stories of the Belgrana Girls in the new, tense atmosphere of China.

This is abolished.

I'm also reworking the Venusian language mess into being a pluricentric language along the lines of Serbo-Croatian. Instead of a series of unused minority languages like Welsh or Cornish, they're instead going to form a separate literary standard of the mutually-intelligible Venusian language. They will be written with different alphabets based off the old minority language alphabets and the vocab will be more influenced by the regional tradition, but it will be understandable by the population at the whole.

The Venusian Language Commissariat will be in charge of this linguistic shift - it was near-impossible to get people to learn Wzanderfozian and the only way we're getting a diverse linguistic culture on Venus is if we keep it *all* Venusian and just get some separate standards while keeping it all mutually comprehensible and therefore neutral.

Hopefully stable government structure:

The Federation of Venus and the Outer Reaches remains divided into two subnational entities: the Venusian People's Republic and the Soviet Union of the Outer Reaches. The two states are very loosely associated given the long distances, and each even funds its own military units (OOC: for the foreseeable future, combined on my spreadsheet). Government at this level is undertaken by meetings between representatives of the two governments.

The VPR is a simple parliamentary democracy with delegates selected by proportional representation from a single national district. There are provinces, for ease of governance and the administering of certain programs, but with the exception of Mar del Plata, these have very little power.

The SUOR is slightly more complex. Each individual planet is run like the VPR. To represent their interests in the Union as a whole, they will elect one representative by alternative vote who will become a member of the Supreme Soviet.

In the Federation, all newborn machine intelligences are called Benjamin. Most civilian machine intelligences will drop this name and adopt something more akin to their biologically-birthed counterparts. Birth is the relevant distinction, because in a typical Federal lifestyle, a soul will go through phases of embodiment in a machine (a warship for example), the half biological/half machine "standard model", and wholly virtual existence in the Heaven Under the Soil.

The resulting profusion of Benjamins (and lack of real last names) lead to the adoption of epithets. Although Federal ID Codes are used to truly track individual citizens (machine and birthed), the monikers act as a sort of last name or nickname. At the beginning, these were almost always serious, warlike names - Benjamin the Watchful, the guard for classified locations in the Academy centuries ago, or Benjamin the Wise, who vanquished the Cyonic fleet during the rebellion.

There have always been jokers - Benjamin the Benjamin (Commodore at the Santa Rosa Pirate Skirmishes), Benjamin the Loose Screw (Homeworld-class battleship during Belt), Benjamin the Very Much Unsubtle and Disproportionately Reliant on an Overabundance of Heavy Firepower (a transport vessel angling for promotion to battleship - which did work). These monikers of late have become more common and also more used in their embodiment on the civilian side, and the trend appears to be spreading towards the civilian side. Because of the massive amounts of "Benjamins," they usually drop the forename in common discussion and most other uses, as it is so common as to be useless.

Once seen as punk, juvenile, and rebellious, it has become normalized and accepted by society, especially since the recent elections when Representative Space Monster (former cruiser, no mainline combat service) won one of Harmony's seats to the Federal Soviet.
