They are neutral SC´s.

I don´t know why they´re already colourd, but you need to control them in order to have a chance at winning.

The map key says that red stars are communist SCs, blue stars are democratic SCs, white stars are imperial SCs and black dots are neutral SCs.

Until they become stars they don't have any ownership, because they have to be controlled by an army representing both an ethnic group and a political allegiance.

Right now the background is colored only to help display where each ethnic group's home territory is.

Two questions:

If a Democratic army captures a communist center, does it become democratic and give the democrats a build? (I assume this is a yes)

If so, say all of my communist centers are taken by an enemy but my democrats are still kicking. If my democratic armies liberate what used to be one of my communist home SCs would it become a democratic build or would my communists be resurrected somehow?

Question 1: Yes, absolutely.

Question 2: Trickier, but based on the rule outlined below, I'm inclined to go with the Democratic forces liberate the communist home centers.

5. Non-Home supply centers can be captured by an army of the same ethnicity, but of different politics. So a Rumanian Communist can take away a supply center from the Rumanians Democrats so long as it is not Satu Mare or West Transylvania.
