Unit types added. Colonial system added. Resources added. Still need to do ships, industry, and a tech tree.

My question is, can we found new cities?


I think there should be grades for colonies based on population, where the more there is the higher the chance for rebellion, but also the expansion of settlement to make it more difficult to capture.

Could sea provinces be a thing, or not for HOTW? It would certainly make fleets a lot easier. Otherwise they could be assigned some sort of role (patrol a route, repair in harbour, guard x are, etc.)
Also, is there nationalism, revolt risk, and/or population implemented yet?
