I'm unsure what you mean. I've tried to balance industry a bit more than the last game, if that helps explain things.

Industry is invested on a provincial basis, totalled on a national basis and then extra income acquired on a national basis.

So something like this:

100 gold invested in region A
150 gold invested in region B
100 gold invested in region C
50 gold invested in region D
100 gold invested in region E

Added together equals 500, so you get level one industry? And if you lose a region you lose that part of industry investment?

Precisely. You then sacrifce 2 resources, and gain 50 gold. If someone then invades your province and then battles are fought in it, the level of industry will decrease rapidly. So you will need to place your industry carefully, otherwise you may find your income dwindling.
