Depends. Does Maximilian have forces loyal to the Mexican empire? And would I have double upkeep? I figure that atleast for now, I'm a guest of the legitimate government, so supply should be okay.

They've been bumped down 50w. I know that they are unrealistically wealthy, but in terms of total material value they are the poorest nation on the map.

Vae drew my attention to the fact that the rules on making a colony into a territory where not very clear. Here is the explanation I gave to him:
