The Black Hole hits Warsaw, and once again the Russians are the target of random chance, although thanks to their successful year they still get a build. No fewer than six land territories have gained a second coast (although several of them should have been marked when Ukraine went under!)

Austria: 1 SCs ; 1 Units ; 0 builds

I think you're incorrect about the extra coasts: these centers are newly adjacent to Black Holes, but they don't touch a sea space via those Black Holes. Or am I missing something?
