Fall of Empire

I'm looking for a few people to trial a new game. It's based around the end of the Roman Empire with powers including Roman, Romanised and Germanic states. The twists would be 1) The game rules are subtly different depending on whether you are part of a Empire, Republic or Kingdom 2) Players define their allegiance as part of the moves and in the winter the whole team's units are measured for support as one.

Thus the new actions you might have include
Part of the empire breaking away to proclaim a new caeser
A Germanic tribe raising a caeser
Withdrawal of winter supplies by one team member causing another one's units to disband

Let me know if you want to help flesh this out. No promises for real speedy progress as 1) I am busy 2) This idea is 20 years in the making already!

Celts - Chief 6 Cities 4 Choice All units have marine capability
Vikings - Chief 1 City, 3 farms 3 Choice All units have marine capability
Saxons - Chief 4 farms 3 Choice All units have marine capability
Vandals - Chief 4 farms 3 Choice
Huns - Chief 1 City, 4 farms 3 Choice



SCs Elegibility
Emperor +1 Army Build on city or farm 10 SCs (ind or combined)
Tribune Build on city or farm One Roman city
King + 1 Army Units must over winter in SCs - Build on farms 10 SCs (ind or combined)
Chief Units must over winter in farm or fort - Build on farms One SC


Land Unit
Marine unit Must overwinter in SC

Years are made up of three parts, a spring offensive, an autumn offensive, a winter.
Leader ship styles:
Chief/Tribune: Normal arrangement, one unit for every SC owned
King/Emperor: Must control (directly or through chiefs) at least 10 units. Gets an extra (personal bodyguard) unit in the field. A kingdom or Empire is dealt with as a single entity for the sake of builds/disbands.
Submitting orders - you make clear your allegiance as either “Self”, “King x” or “Emperor x”

Victory conditions:
Only Emperors and Kings can win
Solo: 22 centres
Dual: 32 centres (must be agreed by all Emperors)
Shared: by up to 6 players (agreed by all existing players)

You will see Cities (Black circle), Forts (Black Rings) and Farms (Black elipses)

Forts do NOT count as SCs however certain units must overwinter in a city, for or farm.

The Idea is that the barbarians are encouraged to grown and then raid to capture cities. But as the game progresses they need to "Romanocise" to grow further.

barbarians start as independent Chiefs. (5 of them)

The Western empire is three Tribunes who elect an emperor , Same in the east

At the front of their orders each player names themselves OR the person which they serve. They then move their units independently. However winter builds/disbands take the whole group into question.

I'm very interested. I think I need a bit of clarification on the rules, before I can definitely say I'm in though. I'm not quite following...can someone give a step-by-step explanation, please?
