This looks fun. It will take ages though.
Preferences (why has everyone abandoned Europe? Its still got all the supply centres)

1) Poland
2) Ukraine
3) England

Although I do expect France and Turkey to be much more disliked. They have lost the benefit of being isolated in corners.

Unless you start with one, it gets built just like a normal units.

You may never need/want to build one. The regular Modern diplomacys played on this forum didn't include Winged units. I wanted to use them in here to shake things up. You may not be able to capture a SC with a Winged unit, but it can move across land and sea. I think this opens up more strategy, like you can weaken your opponent one year and then make your gains the next. Or it could be used in negotiations, ex: I'm not taking your SC, I'm just blockading it. You help me, I move out next year.
