I am not claiming this is cheating BUT I do not understand how this game is considered a loss to me when both of us have 17 SCs.

Moved to bugs, where this belongs.

It's a 2 player challenge game, which means that the attacking country (England in this case) has a set amount of time to reach 18 center. If the defending country (Turkey in this game) prevents that from happening (or reaches 18 themselves) in the set amount of time, they are the winner.

It's a huge tactical consideration in most 1v1 games. FvA very often comes down to Austria fighting for the 18th and France struggling to hold 17. There are rarely more than 4-5 centers that can swing, so the extra one needed for the win is a big deal.

Yes, as the others have said, that is the fundamental design point of 2PC (two-player challenger). There is one 'attacker' and one 'defender'; it is up to the attacker to get to 18 before the timer runs out, or the defender has successfully defended and wins.
