Right or wrong, aren't they all merely social constructs? Can we ever truly say whether the icon is, or is not, in the right place?
That say, perhaps this is just what I had been used to, but it make more sense for me if the FEET (or more precisely, the middle point of the bottom of the icon) is at the centre of province, rather than the centre of the icon. Perhaps others might had been used to a different interpretation, where the centre of the icon is the important part. And of course, the head of the icon is a reasonable interpretation too. It does cause me trouble though, especially at location like Belgium/Picardy and Apulia/Naples, and that's just regular position, not dislodged.
