Cuba
Haiti
New Zealand
Virgin Islands
Bahamas
Fiji

Yes, Flatley, convoying through those is permissable, though the reason behind convoying through some of those is rather beyond me.

In short, any territory shown definitively (Such as the Maldives or New Zealand) as containing Ocean can be convoyed through
