I actually triple checked your number because i thought it had to be wrong. Maybe you lost something.

Aardvark Army. You might be correct with some of those, but mexico definately only has 14.

My corrections:

Total Units as of end of 1865
Turkey: 21 + 4 = 25 (?)
France: 22 + 2 = 24(?)
Russia: 21 + 1 = 22 (?)
USA: 15 + 1 = 16
Brazil: 13 + 2 = 15
China: 13 + 2 = 15
Mexico: 14 + 0 = 14
Japan: 12 + 1 = 13
Holland: 16 - 6 = 10
Britain: 13 - 4 = 9
Prussia: 8 - 1 = 7
Austria: 8 - 5 = 3

Perhaps I'm wrong, but by my count Japan is 12 + 1 = 13.
