Retreat into standoff point

If a unit in vie is dislodged, and Tri is empty because there was a standoff there in the previous turn, can Vie retreat to the empty Tri?

As far as I know it should be possible, but it seems the site might not allow it in http://www.playdiplomacy.com/game_play_ ... me_id=1598
(at least from what I understood, since i am not the one retreating).

is this a bug?

It's not a bug. According to the official rules (Section XI), a unit "may not retreat... to any space which is occupied, nor to the space its attacker came from, nor to a space which was left vacant due to a standoff on the move."
