Gaining more supply centres than vacant home centres

Hello everyone,

A quick question...

If a power gains 5 centres in one year, and all three of that power's home centres are vacant, it will build three units (let's assume the power isn't Russia).

If, during the course of the next year, that power makes no further gains of supply centres, and also loses none, and vacates at least two home centres, are they entitled to two further builds in the next winter, or has that opportunity now gone?

My belief is that they probably are entitled to a couple of further builds - as the number of units on the board should always equal the number of supply centres held following each winter. Additionally, if that power were then to lose a supply centre, there would be considerable argument over whether they should or should not remove a unit.

Can anyone confirm?

Yes, you're right.

At the end of any year a power is entitled to build until their unit count equals their center count. It doesn't matter why the two are unequal.

...But they can only ever build in their own home centres, right?

Yes. Only in home centers.

It also makes sense to 'hold' open builds. Eg, Austria can only build one fleet a turn. If it needs fleets, it could postpone a build to get another fleet the next season
