Two questions: Builds and an unusual draw scenario

Question 1:

In a build anywhere scenario is there any limit to how many builds you can have? So, for example, a player turns on another player and overruns his lines, scooping up 5 SCs. Can he then build 5 units wherever he wants? Or is he limited in the total number of builds available. Does this change by variant?

Question 2:

A player is on his way to a solo. All remaining players see this as inevitable and there is no practical way to stop it, but the process of completing the solo will take several turns. COuld a draw offer be made only including the player who is going to solo, effectively a 1 man draw? or does the system require at least two players? If a one man draw is possible then would the system then calculate this as a solo win and convert it accordingly? Or would it consider the victory to be a draw because it went through the draw process?

Question1: In the classic rules, you may only build in your home SCs, so even if you are +5 you won’t be able to build more than 3 units (4 if Russia) because that is all the unoccupied home SCs you could have.

A variant rule “build anywhere” let’s you build in any controlled SC, so can always build up whatever you capture. This rule is included in a few variants as well as a stand-alone rule change. Check the guides tab/game options for details on variants.

Question2: the PlayDip front end does not support concessions. You have to put at least 2 active powers in your draw proposal. You can trick the system into giving a concession in a special case. If you offer a draw during fall retreats (maybe builds too, you’d have to check) and include the leader and a power that will be eliminated at the end of the turn (either from no SCs or surrenders) then if the draw passes in the spring and only one of the powers is still alive, it will score as a solo.
