Is this a PM sent in the forum danhadnagy, or are you talking about an in-game message?

Odds are ... if its a PM in game... there is nothing we will do unless they are threatening to find you in real life...or stalk you...or if they threaten to meta-game you.

Being a dick isn't against the rules.

Pretty much, unless what you're saying involves cheating or cyber-bullying. The relevant section of the site rules says this:

Private communications - Power-to-Power messages and PMs
These will ONLY be considered for action if:
- the Moderator feels that the content may be classed as cyber-bullying as recognised by the site (see Dealing with Cyber-bullying). If the Mod feels it doesn't require action, then no action will be taken. Action on private communications will NOT be taken based only upon the recipient being offended by the communication.
- the content includes information that might be considered as evidence of cheating, when it will be investigated if appropriate. This should ideally be reported in the Cheater's Forum.
Private communications which DON'T match these two criteria should therefore be dealt with privately. The member who received the message may deal with it in any way s/he feels is appropriate, within site rules.

Danhadnagy , sorry you've had a bad experience in your game. I know it can totally ruin your experience on a site, when you feel someone's behavior crosses the line or is just inappropriate. It is frustrating, without a doubt, but oftentimes it is not against the rules.

Cyber-bullying's definition differs from site to site. Here is a helpful link about PlayDip's policy regarding it:
http://www.playdiplomacy.com/forum/viewtopic.php?f=659&t=43414#p748907

Off-site threats/action and cyber-bullying.
Most people understand that Diplomacy is a game and are able to separate their feelings, however strong, from other areas of their life. Unfortunately, some people are not as adept at doing this and this may result in threats of physical action in real life, threats of cyber-bullying or even take action.

Should a player be subjected to:
- threats of physical abuse,
- threats of cyber-bullying, or
- actions off-site which are directly linked to events on-site
and that player has real concerns (rather than simply believing it to be a joke or "hot air", for instance) it should be reported to a Moderator by PM.The Mod will investigate and take action if there is persuasive evidence. This action will be the removal of the perpetrator from all active and pending games and deactivating the account. Action may be taken to prevent the perpetrator from accessing the site again. Action will also be taken on-site to protect the recipient of the threat.

In general, it seems like private messages in the forum or within games are less likely to be acted upon unless they fall into the category of physical threats. Rudeness in and of itself is accepted as a part of them. Perhaps, if it is not something a mod would intervene on, you could look consider their approach and what response would be most effective. I had a terrible game in which a player attempted to use "chainsaw diplomacy" very poorly. I didn't get what he was trying to accomplish, and it put a really bad taste in my mouth. But, this style of communication is accepted and did not require mod interference. I am more careful in who I play games against now, because I like opponents who are generally more respectful than rude, but a lot of players here might not be bothered for a second by this, so its all a matter of opinion.

Here is an article about chainsaw diplomacy, that might help you understand what the player could be going for in his messages:
http://devel.diplom.org/Zine/W1998A/Windsor/Chainsaw.html

Here is a forum discussion about intimidating players with some alternative perspectives on why or how someone would do so (and might help you realize that its often done poorly!):
http://www.playdiplomacy.com/forum/viewtopic.php?f=16&t=45635&hilit=+chainsaw

Another useful link is the entire site rules - from the chatbox to the forums and everything else, it explains accepted behavior and possible consequences.
http://www.playdiplomacy.com/forum/viewtopic.php?f=659&t=43414

Hopefully you find a way to cope with this game, and your next game is more enjoyable. Oftentimes people suggest posting in the forums to find like-minded people to play with and creating a password protected game or joining a group like the classicists that might be a tighter community, but even that can be a risk. You never truly know someone until you see how they play, I suppose.

Depends what it says. The rules on what you can post in the public press are tighter.

Edit: Just re-read your post. To clarify, you are allowed to copy and paste messages into the public press, provided the content does not infringe the acceptable content rules for the shoutbox. I'll look them up and post them below.

However, you are not under any circumstances allowed to post actual screenshots of messages. You may copy and paste, and of course in doing so players will not know for certain whether you have altered the content or not. But no actual screenshots. If you are in any doubt about whether some particular content is allowed in the shoutbox, you are welcome to run it by me by PM.

The rules governing what can be posted in the Public Press are here:

3. Posting inappropriate content in Public Press is not allowed. Inappropriate content includes:
- Racism;
- Overtly sexual material;
- Comments which express hatred towards sexual orientation;
- Threats that are linked to actions, off-site or on;
- Extreme profanity (especially when targeted at other players);
- Posting other people’s personal information;
- Spamming;
- Advertising;
- Discussing cheating or possible cheating involving active players in the game.
Reported posts which meet the above criteria, including images, GIFs and links to sites which reflect inappropriate content, will be removed. If necessary, or for repeated offences, players will be warned, may be removed from the game and, in extreme cases, accounts may be disabled and permanently banned from the Forum.
NB1: Casual obscenity will not be acted upon.
NB2: Posts which contain illegal material (eg child pornography) will lead to an immediate and permanent ban from the site.

The following extract from the General House Rules is also relevant:

8. Screenshots. Taking screenshots which depict any game information and passing the information on to other members is not allowed. Accounts will be liable to suspension and possibly being disabled.
