timing of draw / player elimination

Three of four remaining players have accepted a draw proposal (which isn't expiring soon). The 4th hasn't replied to the proposal.

Fall Orders are about the resolve, after which the last supply center of the player who hasn't accepted the proposal will be occupied by someone else.

Will the game end after Fall Orders/Retreats resolve, or will it wait for Fall Build? This is what I would expect, as that's when the almost-eliminated player will officially have a zero supply center count.

If it waits for Fall Build, I believe it's possible for the almost-eliminated player to reject the proposal, which takes the proposal off the table. Is that right? Then the game could/would continue, if we don't create and all accept another proposal?

Sorry if this is a duplicate, but I looked around a bit and didn't find a clear answer.

Oh, I see here (viewtopic.php?f=567&t=20683):

7. If an offer was made and one active player had not responded but subsequently is eliminated (0 units, 0 centres) or surrenders within the offer period, then this country's agreement is no longer required


I guess that would mean that the game waits until the Fall Build (when the player goes from 1 unit / 0 centers to 0 units / 0 centres). Is that right?

Agreed...because he isn't officially eliminated until fall build.
