NMRs in winter 1900

A couple of questions about NMRs in games that have a winter 1900 build.

1. If a player NMRs in winter 1900 do they have a default build or do they have no units for 1900.

2. If a game has NMR protection does this apply to winter 1900, Spring 1901 or both?

The answer to 2 answers 1 ;)

In games where the first turn is a preliminary Build phase, an NMR will reset the game just as it will in turn 1 as long as NMR_Protect is set for the game and it is not a Live game. (Note that for these games, an NMR in the Build phase OR in the first order phase will cause a game reset. For other games, it is only the first Order phase that matters)

So there are no default build orders. It would of course still be possible for a player to finalize no orders in the Build phase which would not reset the game and would not get any builds. but it would be a bit silly.

2 only answers 1 if NMR protect is on, but from your final paragraph ("there are no default build orders") I take it that if NMR protect is not on and a player NMRs in the initial build phase they have no units for the first year. Is this correct.
